Available in PDF, EPUB and Kindle. Book excerpt: Hydroxylamine nitrate (HAN) is used to reduce Pu(IV) to Pu(III) in the separation of plutonium from uranium. HAN becomes unstable under certain conditions and has been known to explode, causing injury to humans including death. Hence, it is necessary to deactivate HAN once the reduction of plutonium is finished. This report reviews what is known about the chemistry of HAN and various methods to achieve a safe decomposition. However, there are areas where more information is needed to make a decision about the handling of HAN in reprocessing of nuclear fuel. Experiments have demonstrated a number of non-radiolytic ways to safely decompose HAN, including heating in HNO3, photolytic oxidation in the presence of H2O2, and the addition of a metal such as Fe(III) that will oxidize the HAN.

Available in PDF, EPUB and Kindle. Book excerpt: The kinetics of the one-equivalent reduction of plutonium(IV) with a large excess of hydroxylamine in nitric acid solution was studied. The form of the experimental rate law implies that a multi-step reaction mechanism is involved. Using the equilibrium-steady-state approximation, a rate law with the above form can be derived from a mechanism in which the reduction reaction rapidly approaches equilibrium with the reverse reaction. As this equilibrium is neared, the rate-controlling step becomes the dimerization of the NH2O radical intermediate to form H2N2O2 which then decomposes to nitrogen gas and water. Measurements of initial reaction rates give results which are consistent with this mechanism. The values for k' and K/sub d/ (dissociation constant for PuNO3/sup 3 +/) at 30°C are 0.029 +- 0.008M5 sec−1 and 0.33 +- 0.15M, respectively. The apparent activation energy for the reaction is 31 +- 1 kcal/mole.
