Book Nuclear Waste Management in Canada

Download or read book Nuclear Waste Management in Canada written by Darrin Durant and published by UBC Press. This book was released on 2010-07-01 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: As oil reserves decline and the environment takes centre stage in public policy discussions, the merits and dangers of nuclear power and nuclear waste management are once again being debated. Nuclear Waste Management in Canada provides a critical counterpoint to the position of government and industry by examining not only the technical but also the social and ethical aspects of the issue. What do frequently used terms such as safety, risk, and acceptability really mean? And how and why did the public consultation process in Canada fail to address ethical and social issues? This timely collection defuses the uncertainty, ambiguity, and ignorance that surrounds discussions of nuclear energy.

Book Deliberative Democracy for the Future

Download or read book Deliberative Democracy for the Future written by Genevieve Fuji Johnson and published by University of Toronto Press. This book was released on 2008-06-13 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: In today's world, public policies are increasingly associated with social and environmental risk and scientific uncertainty. Given such potential impacts on the moral freedom and equality for existing and future generations, policies should reflect decision-making standards beyond those of economic efficiency and technical safety. They should reflect the imperatives of social justice and democratic legitimacy now and into the future. Deliberative Democracy for the Future identifies an approach to ethical policy analysis that promises to serve the ends of justice and legitimacy in areas of public policy such as hazardous waste management, energy generation and regulation, climate change control, and genomics research and commercialization. Based on a wide reading of ethical approaches to policy analysis found in contemporary political theory, moral philosophy, and public policy literatures, it evaluates these three central approaches to ethical policy analysis in light of moral dilemmas arising in a particularly timely case: Canadian nuclear waste management policy. The volume's central argument is that the most desirable approach to ethical policy analysis contains the philosophical tools necessary to address problems of understanding risk and safety, identifying obligations to both existing and future generations, and conceptualizing legitimacy-conferring decision-making processes. Genevieve Fuji Johnson argues that neither welfare utilitarianism nor modern deontology is sufficiently equipped for these tasks. She proposes that only deliberative democracy contains convincing conceptions of the good, justice, and legitimacy that provide for the justifiable resolution of debates about the moral foundations of public policy. Responding to challenges in nuclear waste management in ways more comprehensive and more tenable than both utilitarianism and deontology, deliberative policy analysis promises to be an effective approach to other cases associated with risk, uncertainty, and futurity.

Book excerpt: This waste accounts for about 95% of the radioactivity of all radioactive waste.29 A period of about one million years is required for the spent fuel to return to the level of radioactivity of natural uranium.30 At the end of its useful life, this waste is stored in cooling pools and then isolated in dry storage containers pending final disposal in deep geological repositories, which are "deep, st [...] Under the Act, the Canadian Nuclear Safety Commission (CNSC) is the independent federal agency responsible for the regulation, licensing and oversight of nuclear activities and facilities in Canada, including radioactive waste.37 Second, the Nuclear Fuel Waste Act38 provides the federal government with a framework for making decisions on the management of nuclear fuel waste in Canada. [...] Under this Act, the Nuclear Waste Management Organization (NWMO) was created in 2002 to develop and implement the long-term management plan for nuclear waste.39 As a producer and user of nuclear energy, Canada is bound by the international conventions to which it is a party and that aim to regulate the nuclear sector. [...] For instance, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management is a legally binding international instrument on radioactive waste.40 Under this convention, Canada is required to undergo periodic peer review of its national spent fuel and radioactive waste management program.41 The last evaluation took place in 2018.42 This international [...] In 2016, OPG was responsible for 4% of the country's low-level radioactive waste and 36% of its intermediate-level radioactive waste.59 Natural Resources Canada expects that the amount of radioactive waste managed by OPG will increase in the coming years as the Bruce, Darlington and Pickering nuclear reactors are decommissioned.60 In order to permanently dispose of its low- and intermediate-level.
