Book excerpt: In a monocentric city with a well-functioning residential market, Pareto-efficient spatial equilibrium entails the sorting of residents according to their bid-rent gradient in descending order away from city center. Violation of this sorting condition creates opportunities for Pareto-improving trading of locations and can be sustained only if the market is hindered. We propose a simple ordered-location-choice model using matched location and location-preference data of individual households to examine violations of the Pareto-efficient spatial sorting condition. In so doing we are able to identify population groups facing housing-choice hindrances. We find in a sample of Chinese cities undergoing housing market liberalization that poor marketability of the previously state-provided homes, inadequate provision of housing finance, and spatial mismatch between job-market and housing-market opportunities contribute to a Pareto-inefficient spatial structure.

The first paper contributes to the existing debate on the co-location hypothesis by devising a proximity measure and controlling for a set of other urban form measures. Multiple regression analysis revealed that job-worker proximity leads to shorter commuting time. In addition, results from subareas suggested that the impact of job-worker imbalance and the impact of job-worker mismatch on the commuting time are both greater in the suburb in comparison with the city center. The second paper examines the impact of the LIHTC construction on nearby housing prices in the Boston metropolitan area by using the AITS-DID method. The paper found that the price gap between the LIHTC micro-neighborhood and the area beyond is reduced by approximately 16.5 percent points after the LIHTC construction. The segmentation of the analysis by sub-region showed spatially heterogeneous results. The findings from this research are contrary to the conventional perception that subsidized housing developments lead to neighborhood decline persistently. Measuring resilience to natural hazards is a central issue in the hazard mitigation sciences. The third paper applied a confirmatory factor methodology to operationalize the biophysical, built environment, and socioeconomic resilience dimensions for local jurisdictions in large urban metropolitan areas in South Korea. The factor covariances showed a trade-off relationship between natural infrastructure and human activities. Densely developed and affluent urban areas tend to lack biophysical resilience. Some local governments, sorted into the same groups, turn out to be located in different metropolitan areas. The spatial variation and inequality in the resilience dimensions suggest the necessity of integrated and flexible governance for sustainable hazard mitigation.

Book excerpt: This thesis seeks to understand how rental housing market dynamics-particularly landlord behavior, and the policies and players that shape it-contribute to the spatial clustering of households that participate in the Housing Choice Voucher (HCV) Program in New York City. Scholars have long been interested in understanding the reproduction of HCV holders into higher poverty, racially segregated neighborhoods in cities across the U.S. Most of the research to date has focused on the ways demand-side factors influence locational outcomes of voucher holders, specifically why they move, where and under what circumstances. However, to fully understand the residential patterns we see among voucher holders, we need to look beyond the demand-side barriers to understand the structural problems of the rental housing market and the voucher program itself. This thesis draws on in-depth interviews with landlords who participate and do not participate in the HCV program in New York City to better understand their experiences with the program and what drives their decision-making practices. Interviews were also conducted with realtors, public agency officials, landlord associations and a legal advocacy organization to better understand the role that intermediaries, public policies and city agencies play in influencing these decisions. Findings provide detailed accounts of the policies and agency practices landlords and realtors are responding to; they begin to explain how the structure of the rental housing market and voucher program itself lends to the reproduction of HCV clustering into high poverty neighborhoods. Ultimately, these findings indicate how deeply embedded our housing problems are within our economic system and the need to question the adequacy of market-driven housing policies. If we hope to realize a more socially just city, a rethinking of our rental housing policies is in order.
