Forman's "Advanced Civics" And Also to His "American Republic" Any amendment or amendments to this constitution may be pro posed in either house of the general assembly; and if the same shall be agreed to by a majority of the members elected to each of the two houses, such proposed amendment shall be entered on their jour nals, with the yeas and nays taken thereon, and referred to the legislature to be chosen at the next general election, and shall be published, as provided by law, for three months previous to the time of making such choice; and if, in the general assembly so next chosen as aforesaid, such proposed amendment or amendments shall be agreed to by a majority of all the members elected to each house, then it shall be the duty of the general assembly to submit such proposed amendment or amendments to the people in such manner, and at such time as the general assembly shall provide; and if the people shall approve and ratify such amendment or amendments by a majority of the electors qualified to vote for members of the gen eral assembly, voting thereon, such amendment or amendments shall become a part of the constitution of this State. If two or more amendments shall be submitted at the same time, they shall be submitted in such manner that the electors shall vote for or against each of such amendments separately. Up to that time American parliamentary law had been an agglomeration of English precedents which were reverenced because they were prec' dents' For this reason, Jefferson during the term of his vice-presidency, found it necessary to compile for his own use, as the presiding officer of the Senate, a set of parliamentary rules based upon the practices of the House of Commons, the pro visions of the Constitution of the United States, and the adopted rules of the Senate. Mr. Jefferson was not certain as to the accuracy of all the rules he laid down, although they were based Upon available English authorities, Hatsel being pre eminent in the citations. He said, in the little preface to his rules, I have begun a Sketch, which those who come after me will successively correct and fill up till a code Of rules shall be formed for the use of the Senate, the efiects of which may be accuracy in business, economy of time, order, uni formity, and impartiality. It was not, however, until 1907 that a Similar law was passed by the General Assembly Of Iowa. Moreover, a beginning has been made in Iowa in restrict ing the political activities of officeholders and public employees: Iowa prohibits campaign contributions by corporations and certain public Officers and employees and forbids the employment of paid political workers on election day. But Iowa has no legislation restricting the amount Which may be raised or expended. Nor are there any provisions for State aid to parties or candidates in conducting the campaign.
