Binswanger and Aiyar examine the possible obstacles to scaling up, and possible solutions. Obstacles to scaling up include high economic and fiscal costs, adverse institutional barriers, problems associated with the co-production of outputs by different actors on the basis of subsidiarity, lack of adaptation to the local context using field-tested manuals, and lack of scaling-up logistics. The authors consider ways of reducing economic and fiscal costs, overcoming hostile institutional barriers, overcoming problems of co-production, adapting to the local context with field testing, and providing scaling-up logistics. Detailed annexes and checklists provide a guide to program design, diagnostics, and tools. This paper--a product of the Office of the Vice President, Africa Regional Office--is part of a larger effort in the region to improve understanding of community-driven development.

Book excerpt: Afghan women have faced an exhaustive struggle in the battle to change their status and improve their situation. Emadi takes a long look at the role of development and modernization policies implemented by the state in the pre- and post-Soviet eras, under the Taliban, and beyond. He finds that such policies have failed to bring about much- needed change and improvement for women. Modernization strategies benefited only a small segment of urban women and left the plight of rural women unchanged. Although a small segment of middle- and upper-class women organized themselves and fought to bring about changes in their status and to end gender inequality, their efforts alone did not meet with much success. Islamic orthodoxy and orthopraxy in the Taliban era restricted women's freedom of movement, access to education, and medical care. Using personal accounts not readily available to researchers or scholars, Emadi explores the diverse factors that contributed to women's oppression both at home and in society. This study provides a detailed analysis of state policies toward women's emancipation within the context of a traditional Islamic society. It chronicles the course of the women's movement and women's organizations still active in the political arena and puts forth an alternative plan to involve women in the reconstruction process in both urban and rural areas.

Approximately one-half of the world’s habitable lands are used for agriculture (Ritchie, 2019). Not surprisingly, the food production system has a massive impact on our planet. As we look to the future, global food demand is set to increase 50%, including a 70% increase in protein demand by 2050 (OECD and FAO, 2018). Any solution to our challenges around climate, conservation and human well-being will need to involve a transition in the way we produce food and fiber. Agriculture can begin to use Nature-based Solutions (NbS) to reduce environmental impacts and, in some cases, enhance agricultural productivity. But in order to realize the full potential of Ag NbS to have a positive impact on these problems, we need new ways to fund them that are commensurate with the scale of the opportunities.

And what implications might these earlier patterns have for a post-coup Myanmar, should meaningful elections be restored? The contributors to Putting Women Up: Gender Equality and Politics in Myanmar answer these questions by examining the internal politics of nine political parties in Myanmar and both men’s and women’s attitudes towards and experiences of political leadership. Drawing on extensive interview, survey, and focus-group discussion data collected from across Myanmar in 2017 and 2020, this book offers a mixed-methods approach to explain how factors from party rules to formative personal trauma to patriarchal biases to ethno-religious context shape women’s and men’s likelihood to join local and national politics. The findings expand on culturalist insights on gender inequality to provide context-sensitive, evidence-backed policy recommendations to promote women’s political leadership, despite militarization and violence in post-coup Myanmar.

This policy was outlined in Integrating Gender into the World Bank's Work: A Strategy for Action (referred as the 2001 Gender Strategy). Through this evaluation IEG finds that the World Bank made progress in gender integration between 2002 and 2008 integrating gender concerns in more than half of the relevant projects. These signs of progress are qualified by findings that implementation of this policy weakened in the latter half of the review period and that there was no built-in results framework in the strategy.

Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.
