Book excerpt: Community-development development (CDD) programs require monitoring and evaluation (M & E) to tell those implementing and funding the programs whether they are on track to deliver, or have delivered, desired outcomes such as improved services, economic activity, and empowerment. The objective of this toolkit is to provide practical guidance to World Bank EAP operational task teams and other CDD practitioners (i.e. government/non-government organization (NGO) staff) on how to measure the gendered impact of CDD operations. First, this is necessary because CDD program reviews have found that gender indicators are not widely used. Second, several governments in the East Asia and Pacific (EAP) region have identified gender as an important pillar in poverty alleviation strategies, in the light of evidence suggesting that societies promoting more equal opportunities for men and women have higher growth, lower poverty, and better development outcomes. Third, gender mainstreaming is a critical facet of World Bank policy and programs. Fourth, as this toolkit demonstrates, it is straightforward to add gender indicators to a results framework. It involves disaggregating some of the indicators that will already be in the results framework by gender, as well as adding a limited number of specific gender indicators. This toolkit takes CDD practitioners and other interested readers through the necessary steps to identify where to track gender in the results framework, as well as suggesting possible indicators. This toolkit is organized in three sections: section one set out why gender matters for CDD mentoring and evaluation (M & E); section two provides an introduction (and pointers to further reading) on M & E topics that the non-specialist will find useful when constructing gender indicators. This includes a generic CDD results framework structure that provides convenient categories for incorporating gender M & E indicators; section three uses these categories to provide examples of indicators (and other evidence) from the EAP region and illustrates how gender M & E can be added to CDD program results frameworks.

Book excerpt: Community-driven development (CDD) interventions rest on the principle of empowering communities. Yet, the gender-specific impacts of CDD, especially on empowerment, have not received due attention in evaluation and, more generally, in the theoretical and empirical literature. This report explores evidence of how the CDD approach can create and enhance participation and decision making when women, as well as men, are to be included in the "community" voice and choice. It reviews the theoretical and empirical literature and analyzes World Bank-supported CDD projects. Its intent is to help practitioners who implement CDD interventions more explicitly define, discuss, and integrate gender-relevant elements in the design of CDD projects; be more effective in implementing and monitoring features that may affect men and women differently; and identify meaningful indicators and information to assess gender impacts. Findings of this report include: i) it is important to bring it out empowerment explicitly in the results chain of the project; ii) the design of CDD projects could benefit from being informed by gender-specific needs assessments to identify the constraints that women face in the rural space; iii) It is useful to think of empowerment along the three categories of economic, political, and social empowerment to identify the mechanisms CDD interventions can leverage, and to identify direct and indirect effects; iv) the importance of defining in CDD projects which dimensions can be affected, through which channels, and how these effects can be measured; v) participation needs to be measured in a comprehensive way by the use of multiple indicators; vi) CDD interventions should better frame what they can impact both in the short and the long term, and vii) the learning potential of what works to increase women's empowerment can be improved through more systematic assessment, reporting and evaluation.

Book excerpt: Community-driven development (CDD) projects seek to empower communities, reduce poverty, and improve economic and social conditions of the poor, typically in rural and remote areas. No less important, CDD also typically addresses two persistent gender gaps: (1) women's lack of voice in public decision making, and (2) their poor access to services and markets. Much of the development community finds CDD to be appealing, and its use is widespread and growing. Nonetheless, the evidence to support the assumption that CDD effectively promotes development and enhances women's opportunities can be strengthened. Although most development projects have monitoring systems, these systems often focus more on outputs and less on outcomes and impacts. Such systems do not provide policymakers, managers, and stakeholders with an understanding of the success or failure of their projects or whether the well-being of the intended beneficiaries has improved.

The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents lessons from the MDF and JRF's efforts to facilitate women's empowerment and gender equality during the reconstruction process. The reconstruction process presented opportunity to address gender issues and other social inequalities. Enhancing the role of women under the MDF and JRF programs saw significant results, such as improved and sustained outcomes in housing and infrastructure, faster economic and livelihood recovery and increased productivity, strengthening of women's legal rights, more representative decision making and enhanced resilience for women and communities.

Book excerpt: States can do much to tap community-level energies, and resources for development, if they seek to interact more synergistically with local communities. The broader spin-off is creating a developmental society, and polity. Using case studies from Asia and Latin America, the authors show how: 1) State efforts to bring about land reform, tenancy reform, and expanding non-crop sources of income, can broaden the distribution of power in rural communities, laying the basis for more effective community-driven collective action; and 2) Higher levels of government can form alliances with communities, putting pressure on local authorities from above, and below to improve development outcomes at the local level. These alliances can also be very effective in catalyzing collective action at community level, and reducing :local capture" by vested interests. There are several encouraging points that emerge from these case studies. First, these powerful institutional changes do not necessarily take long to generate. Second, they can be achieved in a diversity of settings: tightly knit or loose-knit communities; war-ravaged, or relatively stable; democratic, or authoritarian; with land reform, or (if carefully managed) even without. Third, there are strong political payoffs in terms of legitimacy, and popular support for those who support such developmental action.

Poor women and men are more at risk from adverse impacts of natural hazards. Vulnerability to the risks and income shocks resulting from natural disasters is one of the fundamental dimensions of poverty (World Bank, 2009). Many of the communities in which CDD programs are being implemented are disaster-prone and sensitive to the impacts of climate change. Initiatives to strengthen the resilience of poor and vulnerable men and women to natural hazard and climate change impacts can not only contribute to improving their livelihoods and safety but also to protecting the substantial investments being made in poverty reduction, infrastructure and services provision.

As an archipelago comprised of small islands, the land area is limited and the resource base narrow, with low potential for agriculture and other industries and high vulnerability to climate change. Its small population is dispersed and fragmented, making delivery of services costly and difficult. With resources and services concentrated in the capital city of Malé, the atolls are underdeveloped. Progress has been notable in eradicating extreme poverty and hunger, achieving universal primary education, improving maternal health, and reducing child mortality. However, challenges remain in gender equality and women's empowerment (with low female-to-male ratio in tertiary qualifications), limited share of female employment, and low participation of women in political development and decision making. This publication intends to support the Government of the Maldives in its attempt to tackle persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in energy; fisheries; micro, small, and medium enterprises; transport; tourism; and water and sanitation and suggestions for strengthening gender mainstreaming in project design, implementation, and monitoring.
