Book excerpt: Copyright is not, as is often thought, something that is periodically ‘extended’ to cover a new field or medium; rather, copyright redefines itself whenever its efficacy is challenged. While many factors have contributed to this process, the most consistent has been the challenges created by new technologies. The contributing authors build upon this insight to show that copyright law is, and has always been, a creature of technology. Each chapter focuses on a specific technology or group of technologies – photography, telegraphy, the phonogram, radio, film, the photocopier, the tape player, television, and computer programs – emphasizing the changes that each technology instigated and the challenges and opportunities it created. Perhaps the most profound insight of this extraordinary book is the authors’ claim – ably supported in a series of intriguing chapters – that the way the law responds and reacts to new technologies is always mediated by the political, social, economic, and cultural environment in which the interaction occurs. For example, these chapters describe and explain how: statutory schemes of remuneration arose from failures to effectively police new forms of piracy; persistent litigation and lobbying by copyright owners forces legislatures and courts to devise new laws; content (e.g., sporting events) generates new rules of access to broadcasts; and ‘fair copying’ (e.g., by libraries) is the necessary exception that proves the rule. As well as providing insight into the ways that copyright law interacted with old technologies when they were new, the book also offers important insights into problems and issues currently confronting copyright law and policy such as the appropriate scope of copyright and the relation between copyright and the public interest. With the broad perspectives opened by these essays, academics, practitioners and policymakers in the field will find themselves well equipped to deal with the problems that will inevitably be created by technologies in the future.

Focusing on how power has been mediated in the country politically and the characters of the elites in charge, the analysis shows the dominance of extra-economic political coercion in economic activity. In a context in which economic activity remains predominantly political, continued control of state-power is so crucial for the new ruling class that it must be retained at all costs. Rok Ajulu’s masterful final book is a powerful and wide-ranging contribution to studies on post-colonial Kenya and will be an important resource for researchers from across political science, economics, history, sociology and African Studies.

Book excerpt: First of all, I would like to share the great pleasure of the successful five-day symposium with every participant in the 5th Iketani Conference which was held in Kagoshima from April1S (Tuesday) to 22 (Saturday), 1995. Outstanding speakers enthusiastically presented their up-to-the-minute results. Relatively little time was allotted for each presentation to ensure asdnuch time· as possible for intensive discussions on the particular topics that had just been p~esented: I was delighted to see that the lectures were of high quality, and the discu,ssionswere lively, exciting, and productive in a congenial atmosphere. We also had 92 papers in the poster ·session, in which young (and relatively young) scientists made every effort to present the novel results of their research in advanced biomaterials and drug delivery systems (DDS). I believe some of the research is most promising and will become noteworthy in the twenty-first century. It was a privilege for me to deliver a lecture at the special session of the symposium. In my introductory remarks, I pointed out five key terms in multifaceted biomaterials research: materials design, concept or methodology, devices, properties demanded, and fundamentals. I am confident that innovative progress in device manufacturing for end-use, e.g., artificial organs, vascular grafts, and DDS, can be brought about only through properly designed advanced materials that exhibit the desired functionality at the interface with any living body.

This book seeks to examine the hegemonic role that African studies has played in the invention of Africanism. Politics within Kenya remains entrapped by Western constructions of institutions and the practice of politics. The post-colonial period is linked inextricably to the colonial period. Kenya's political, economic, social and cultural framework has been and continues to be dominated by the colonial legacy. The discussion of Africanism earlier suggests that the decolonisation process did not achieve liberation fully, except in the narrowest of political terms. Rather, the West continued its dominance by more subtle means which has permeated the very imagination of the colonised. It is this continuing colonisation of the imagination which dominates the political scene. The ever increasing hegemonic role of donor agencies and donor countries, under the guise of structural adjustment programmes, ensures that countries such as Kenya become hostage to the latest manifestation of Africanism.
