Book excerpt: In this book Kauppi develops a structural constructivist theory of the European Union and critically analyses, through French and Finnish empirical cases, the political practices that maintain the Union's 'democratic deficit'. Kauppi conceptualises the European Union as both an arena for political contention and a nascent political order. In this evolving, multi-levelled European political field, individuals and groups construct material and symbolic structures of political power, grounded in a variety of social resources such as nationality, culture, and gender. The author shows how the dominance of both executive political resources and domestic political cultures has prevented the development of European democracy. Supranational executive networks have become more autonomous, reinforcing the dominance of the resources they control. At the same time, national political cultures condition the political status of elected institutions such as the European parliament. The book is particularly suited for undergraduate and graduate students in the fields of European Politics, European Union Studies and International Relations.

Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

It examines the merits and demerits of the policy of regional balance of the Ahmadou Ahidjo years (1960-1982). Focus is also on the underlying flaws of this doctrine and philosophy. The debate also addresses some critical questions of the national integration policy and practices of Paul Biya, President since November 1982. The policy has failed to achieve its stated goals and has ended up in the ethnicisation and polarisation of national life. The future of the Cameroon nation-state, with its rich ethnic and cultural diversity, seems to be in jeopardy as internal forces question the management of civil society by leaders who have lost the sense of justice and equity. Why are there several voices singing the song of destitution and disappointment with the state? Have regionalism and the rhetoric of national integration and balance emerged as untenable polities within a nation-state in search of an identity and responsible leadership? These are some of the questions and issues Cameroonian and Cameroonist scholars have tried to address in this collection of 28 well-researched and outstandingly argued essays.

Until now, there have been few attempts to understand the political consequences of the profound geopolitical, intellectual and economic changes that France has undergone since the 1970s. However, Emile Chabal's detailed study shows how passionate debates over citizenship, immigration, colonial memory, the reform of the state and the historiography of modern France have galvanised the French elite and created new spaces for discussion and disagreement. Many of these debates have coalesced around two political languages - republicanism and liberalism - both of which structure the historical imagination and the symbolic vocabulary of French political actors. The tension between these two political languages has become the central battleground of contemporary French politics. It is around these two poles that politicians, intellectuals and members of France's vast civil society have tried to negotiate the formidable challenges of ideological uncertainty and a renewed sense of global insecurity.
