At present almost all crude oil production from Alaska must be sold in the United States, i.e., it may not be exported. This study examines the impact, mainly on the West Coast, of eliminating this export restraint. The study concentrates on two time periods. These are 1988, the most recent year for which complete data are available, and 1995, a year in which Alaskan production is projected to be substantially less than at present. This is the Energy Information Administration's (EIA's) second report on this subject. The first was released earlier in 1990. They differ principally in the years for which results are presented and in the models used to generate quantitative results. The first report was limited to 1988. The quantitative results for that year were based on use of a single region model and therefore did not take into account petroleum interactions among all areas of the world. Because of this limitation, quantitative results were limited to Alaskan crude oil prices. All other price and trade flow results were qualitative. In contrast, the present report covers both 1988 and 1995. The quantitative results are generated with use of a more comprehensive model, one which does take into account petroleum interactions among all areas of the world. The model-generated results cover both crude and product prices as well as petroleum trade flows. The quantitative results in the present report therefore supersede those in the first, although both sets are generally consistent.

As we mark up the Export Administration Act this year, I hope everyone remembers the policy decision made by Congress in 1973. Although I was not here at the time, the record is clear that Con gress restricted the export of Alaskan North Slope crude oil in order to enhance national energy security. This law has accomplished many things over the last 20 years. It created an efficient transportation infrastructure to move Alas kan North Slope crude oil to West Coast refineries and consumers. It created jobs in the maritime and ship building industries, and it reduced our reliance on oil from foreign countries, many of which are unstable or unfriendly. Book excerpt: As a reaction to oil price and supply concerns, questions about the export of crude oil produced on Alaska's North Slope are often directed at Members of Congress. The export of this oil had been prohibited by the 1973 law allowing the construction of the pipeline system now transporting oil to the ice-free, southern Alaska port of Valdez. But following a period of depressed oil prices, legislation was enacted in 1995 permitting export. Relatively small amounts -- never more than 7% -- of Alaskan crude were sold to Korea, Japan, China, and some other countries. These exports stopped by 2000. Currently, no crude is exported from the West Coast. Ownership of Alaskan oil fields has changed. BP Amoco and Arco merged in May 2000, and as part of this transaction, Arco's one-third stake was sold to Phillips. BP Amoco is using the formerly exported crude in California refineries acquired in the Arco deal. And Phillips (now part of ConocoPhillips) exports no Alaskan oil and has said it has no plans to do so. The crude oil export issue keeps recurring, especially in West Coast states, where gasoline prices have been higher than in the rest of the nation. Concerns about exports contributing to regional fuel price differentials have been voiced, and opponents of oil leasing in the Arctic National Wildlife Refuge (ANWR) fear oil production from this environmentally sensitive area could be exported.
