Where, in the 1990s, the EU stood by and watched the Balkans burn, it was the US, within NATO, that acted decisively to stop the wars. In the aftermath of the Kosovo crisis, the Union finally found its voice to say no to new armed conflict in the heart of Europe. As part of the international presence in the region, the EU adopted sanctions, brokered political agreements, launched its first-ever police and military missions and directed economic, legal and administrative reforms to eradicate the roots of instability. Yet, despite the comprehensive nature of the Union’s actions, its strategies have been marked by confusion, its actions by concurrent or competing mandates of other international organisations. As the Western Balkans still contain the possibility of a genuine security threat, there is a real imperative to move the region as a whole from the stage of international protectorates and weak states to the stage of accession to the euro-Atlantic organisations to which they aspire. The author argues that, under the leadership of the European Union, only a ‘tough love’ strategy, based on a firm but fair application of the conditionality principle, can lead to the integration of the Western Balkans into the European mainstream. This book investigates four tensions that influence the integration of security and development to understand why it has failed to live up to expectations. The book compares two case studies of internationally driven initiatives to address organised crime as part of post-conflict reconstruction in Sierra Leone and Bosnia. Examination of the tensions reveals that actors addressing organised crime have attempted to move away from a security approach, resulting in incipient integration between security and development, but barriers remain. After the 1999 liberation from Serbia, Kosovo built close relations with various countries that supported it in the process of reconstruction, economic stabilization, institution-building, and state-building. From 1999 to 2008, many of these states were politically and operationally engaged in Kosovo under the leadership of the North Atlantic Treaty Organization (NATO) and of the United Nations Interim Administration Mission in Kosovo (UNMIK). Since its independence in 2008, the Republic of Kosovo has adopted a foreign policy in accordance with its values and strategic interests, a foreign policy that aims to strengthen Kosovo’s security and foster its socio-economic prosperity in collaboration with primarily Western countries. In this volume, each chapter is dedicated to Kosovo’s bilateral relations with a selected state with which it has established diplomatic relations. The book shows that Kosovo has been able to develop and achieve strong bilateral relations with major allies and partners. While existing studies of the subject are either descriptive or focused on a single level of analysis, this book incorporates factors from three different levels of analysis to explain the deployment of ESDP military operations. First, the international level, where the emergence of events that threaten certain values held dear by EU member states, catalyses the process leading to an operation; second, the national level, where the member states formulate their initial national preferences towards a prospective deployment based on national utility expectations; and third, the EU level, where the member states come to negotiate and seek compromises to accommodate their different national preferences towards a deployment. The strength of this multi-level collective action approach is demonstrated by four in-depth military case studies, which analyse the preference formation of France, Germany, and the UK towards the deployments of Operation Althea in Bosnia and Herzegovina, Operation Artemis and EUFOR RD Congo in the Democratic Republic of the Congo (DRC), and Operation Atalanta off the coast of Somalia, respectively. The author draws on a wealth of primary sources, including over 50 semi-structured interviews conducted with national and EU officials during 2011-15, and provides an up-to-date overview and critique of the existing theoretical literature on the deployment of ESDP/CSDP military operations. Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This book was published as a special issue of Contemporary Security Policy.
