In particular, it focuses on the role of international actors and their interaction with local stakeholders, highlighting some provisional results, together with problems and dilemmas encountered in the reform activities. Since the mid-1990s, justice system reform has become increasingly important in state-building operations, particularly with regard to the international administrations of Bosnia, Kosovo, East Slavonia and East Timor. Statebuilding and Justice Reform examines in depth the reform of justice in Afghanistan, evaluating whether the success of reform may be linked to any specific feature or approach. In doing so, it stresses the need for development programmes in the field of justice to be implemented through a multilateral approach, involving domestic authorities and other relevant stakeholders. Success is therefore linked to limiting the political interests of donors; establishing functioning pooled financing mechanisms; restricting the use of bilateral projects; improving the efficacy of technical and financial aid; and concentrating the attention on the ‘demand for justice’ at local level rather than on the traditional supply of financial and technical assistance. This book will be of much interest to students of Afghanistan, intervention and statebuilding, peacekeeping, and post-conflict reconstruction, as well as International Relations in general. Matteo Tondini is a researcher and a legal advisor. He has served as a project advisor to the Embassy of Italy in Kabul, Development Cooperation Unit, working within the ‘Afghanistan Justice Program’ and has a Phd in Political Systems and Institutional Change, from the Institute of Advanced Studies, Lucca, Italy.

The economy has recovered strongly, growing by nearly 50% cumulatively in the last two years (not including drugs). Some three million internally and externally displaced Afghans have returned to their country. More than four million children, a third of them girls, are in school, and immunization campaigns have achieved considerable success. The Government has supported good economic performance by following prudent macroeconomic policies and it has made extraordinary efforts to develop key national programs and to revive social services like education and health. Nevertheless, Afghanistan remains one of the poorest countries in the world in terms of both per-capita incomes and social indicators, with large gender gaps. The difficult challenge of poverty reduction is made even more difficult by continuing insecurity, weak rule of law, and narcotics. Afghanistan - State Building, Sustaining Growth, and Reducing Poverty provides a greater understanding of the core challenges that lie ahead for Afghanistan and key priorities for national reconstruction. The Afghan economy has been shaped by more than two decades of debilitating conflict and has some very unusual features which this study analyzes. The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. Book excerpt: The Taliban’s takeover of Afghanistan in 2021 was the result of declining active support for the government, and of waste and inefficiency in aid delivery. Yet, while corrosive, these problems were not in themselves sufficient to have brought about a collapse. To a significant degree, they were the result of early failings in institutional design, reflecting an American inclination to pursue short-term policy approaches that created perverse incentives⁠—thus interfering with the long-term objective of stability. This book exposes the true factors underpinning Kabul’s fall. The Afghan Republic came under relentless attack from Taliban insurgents who depended critically on Pakistani support. It also suffered a creeping invasion that put the government on the back foot as the US tried and failed to deal with Pakistan’s perfidy. The fatal blow came when bored US leaders naively cut an exit deal with the enemy, fatally compromising the operation of the Afghan army and air force and triggering the final collapse, with top leaders at odds over whether to make a final stand in Kabul. The Afghan Republic did not simply decline and fall. It was betrayed.

Book excerpt: Maintaining the importance of socio-economic issues in devising transitional justice mechanisms, this book examines the widespread practice of land grabbing in Afghanistan. On 3 September 2003, 100 armed police officers bulldozed around 30 homes in the Sherpur neighborhood of Kabul, Afghanistan, evicting over 250 people. Historically, the land was part of the property of the Ministry of Defense, of which a zone was allocated to the ministry’s employees who had built homes and had lived there for nearly 30 years. After the demolition, however, the land was distributed among 300 high-ranking government officials, including ministers, deputy ministers, governors and other powerful warlords. Land grabbing in Afghanistan has become a widespread practice across the country. Based on over 50 semi-structured interviews with key informants and group discussions with war victims and local experts in Kabul, the current book examines the relevance of transitional justice discourse and practice in response to this situation. Following a critical criminological concern with social harm, the book maintains that it is not enough to consider a country’s political history of violent conflict and the violation of civil and political rights alone. Rather, to decide on appropriate transitional justice mechanisms, it is crucial to consider a country’s socio-economic background, and above all the socio-economic harm inflicted on people during periods of violent conflict. This original and detailed account of the socio-economic challenges faced by transitional justice mechanisms will be of interest to those studying and working in this area in law, politics, development studies and criminology.

The U.S. should focus its resources on helping improve the capacity of the indigenous government and indigenous security forces to wage counterinsurgency. It has not always done this well. The U.S. military-along with U.S. civilian agencies and other coalition partners-is more likely to be successful in counterinsurgency warfare the more capable and legitimate the indigenous security forces (especially the police), the better the governance capacity of the local state, and the less external support that insurgents receive.
