The solution of most of these problems is impossible without frankness. In the past, international commercial exchange has suffered by an understandable, but nevertheless costly, reluctance on the part of both maker and merchant to discuss freely their own problems. As a result both maker and merchant, each being imperfectly acquainted with the problems of the other, were handicapped in solving problems which were mutual problems.
