Reveron is a proponent of these non-warfighting missions because he views them as an economical way to promote human security and regional security in trouble spots, which he says is in the US national interest. He also sees these efforts as making it less likely that the US will feel compelled to intervene directly in hot spots around the globe if our partners can maintain their own security or if humanitarian disasters can be averted. Book excerpt: To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.

Book excerpt: Trust in International Cooperation challenges conventional wisdoms concerning the part which trust plays in international cooperation and the origins of American multilateralism. Brian C. Rathbun questions rational institutionalist arguments, demonstrating that trust precedes rather than follows the creation of international organizations. Drawing on social psychology, he shows that individuals placed in the same structural circumstances show markedly different propensities to cooperate based on their beliefs about the trustworthiness of others. Linking this finding to political psychology, Rathbun explains why liberals generally pursue a more multilateral foreign policy than conservatives, evident in the Democratic Party's greater support for a genuinely multilateral League of Nations, United Nations and North Atlantic Treaty Organization. Rathbun argues that the post-World War Two bipartisan consensus on multilateralism is a myth, and differences between the parties are growing continually starker.

Book excerpt: This paper, the Domestic Approach to National Intelligence, describes certain key roles and relationships that characterize efforts by members of the U.S. Intelligence Community (IC) and federal, state, local, tribal and territorial (FSLTT) government organizations to engage with one another to carry out the shared mission of protecting the homeland. These partners work with one another, and through established channels with the private sector (e.g., critical infrastructure owners and operators), as part of a complex web of relationships. Each partner, regardless of level, plays an important role in protecting the homeland with respect to warning, interdiction, prevention, mitigation, and response. The importance of partnerships and collaboration is emphasized in this paper, as is the IC's responsibility to the public to protect privacy, civil rights, and civil liberties. Descriptions related to organizational responsibilities and/or authorities are provided by the respective agencies. The Domestic Approach to National Intelligence is consistent with the framework and recommendations outlined in the Criminal Intelligence Coordinating Council's (CICC) National Criminal Intelligence Sharing Plan, the strategies in support of the National Network of Fusion Centers, and information sharing and safeguarding standards outlined by the Program Manager for the Information Sharing Environment (PM-ISE). By describing these roles and relationships in one place, this paper strives to foster an important national dialogue that will promote a better understanding of how the IC engages with key partners in this domestic enterprise and supports the holistic ideals articulated by the Director of National intelligence (DNI).

This book presents a novel, theoretically-informed way to understand internal security cooperation in Europe. The approach treats internal security as a "public good" requiring collective action amongst sovereign governments. All governments must contribute to the production of a public good; once produced, the public good benefits all governments. Fundamental obstacles to producing a public good thus arise, and can help explain the underlying difficulties facing European cooperation on internal security matters. The chapters in this book apply a public goods approach to different internal security issues, ranging from terrorism to border management, and from environmental security to natural disasters. Each study demonstrates how the various goals of internal security cooperation resemble different forms of public goods – and thus present different kinds of obstacles to effective cooperation.
