Book excerpt: The purpose of this study was to develop a User's Manual and computer program to aid in the selection of cost-effective countermeasures for utility pole accidents. This documet describes the Utility Pole Accident Countermeasure Evaluation (UPACE) computer program developed as part of the Federal Highway Administration project, "Cost-Effectiveness Analysis of Countermeasures for Utility Pole Accidents". The UPACE program is a tool to facilitate the cost-effectiveness analysis of utility pole accident countermeasures. The program undertakes various analyses and provides the information needed for decision-making. The UPACE program has been developed for both a mainframe and microcomputer. This document describes the structure of the program, a description of the models utilized, the assumptions made, the analysis procedures incorporated, the inputs required, and the reports generated. Three case studies are developed and the input data sets and program outputs are illustrated. The UPACE source code is also provided.

Book excerpt: As right-of-way acquisition and utilities coordination grow more complex, transportation agencies in the United States are under pressure to streamline the process of providing cleared right-of-way for highway projects. The Federal Highway Administration, the American Association of State Highway and Transportation Officials, and the National Cooperative Highway Research Program sponsored a scanning study of England, Germany, Norway and the Netherlands to review best practices in right-of-way and utilities services. In the countries visited, the U.S. delegation observed a philosophy of sensitivity to the needs of property owners affected by highway projects, as well as innovative techniques for compensating owners. Highway agencies emphasize coordination with utilities to minimize delays. Right-of-way professionals undergo formal education and ongoing training to develop expertise in their field. The scanning team's recommendations for U.S. application include encouraging property owner input by involving owners in the design phase and using an in-depth interview process, creating a voluntary land consolidation pilot program, developing education programs for right-of-way professionals, and promoting greater coordination and communication between State transportation departments and utilities.

Book excerpt: In 2017, the latest year for which data are available, 887 fatal utility pole crashes occurred in the United States, accounting for 914 fatalities. These numbers were about the same as those in recent years but lower than such fatality numbers from a decade or two ago. The TRB National Cooperative Highway Research Program's NCHRP Synthesis 557: Utility Pole Safety and Hazard Evaluation Approaches summarizes the strategies, policies, and technologies that state transportation agencies (STAs) and utility owners (UOs) employ to address utility pole safety concerns. Specific areas of interest for this synthesis report include methods to identify problem poles and high-risk locations, pole-placement policies, strategies and countermeasures to reduce the risk of pole-related collisions and resulting injuries and deaths, and available funding sources for implementing countermeasures. Case studies were also developed for exemplary STAs and UOs, highlighting some of their utility pole safety activities.
