Whose debt, and debt of what exactly? This volume analyzes debt as a political and social construct, with a multiplicity of purposes and agents. All of these are vectors of meanings that are highly diverse, and of subtle distinctions; they show that debt is a transverse phenomenon, cutting across spaces that are not merely economic but also domestic, social and political. Each contributor takes a fresh view of the subject, dealing with debt at a different time, in a different society, on a different scale of observation. By adopting a determinedly interdisciplinary approach, the authors reveal in the phenomenon of debt a diversity of social and gendered determinants that amount in some cases to domination, allegiance or slavery, and in others to solidarity and emancipation. Debt is at one and the same time shared, imposed, political and gendered.

Book excerpt: This book outlines the possibilities and perspectives of an intertwining of European integration historiography with the history and concept of capitalism. Although debates on capitalism have been making a comeback since the 2008 crisis, to date the concept of capitalism remains almost completely avoided by historians of European integration. This book thus conceptualizes ‘capitalism’ as a useful analytical tool that should be used by historians of European integration and proposes three major approaches for them to do so: first, by bringing the question of social conflict, integral to the concept of capitalism, into European integration history; second, by better conceptualizing the link between European governance, Europeanization and the globalization of capitalism; and thirdly by investigating the economic, political and ideological models or doctrines that underlie European cooperation, integration, policies and institutions. This analytical encounter between European integration history and capitalism allows for a better understanding of how today’s "Europe" resulted from a complex social, economic and political conflict that took place in part at the European level. The chapters in this book were originally published as a special issue of the journal, the European Review of History.

Development agencies and researchers are preoccupied with policy; with exerting influence over policy; linking research to policy, and with implementing policy around the world. In this book, David Mosse argues that rather than being driven by policy, development practice is actually shaped by the exigencies of organisations and the need to maintain relationships. At the same time, however, development actors work hard at maintaining the fiction of representing authorised policy in their actions. This book (which can be characterised as being a social investigation) asks pertinent questions about international aid, in particular of British aid for rural development. It does so by examining in depth the experience of a development project in western India over a period of more than ten years and as it falls under different policy regimes. Mosse analyses development processes in the light of the broad experience of the project workers (which included himself), even if it means destabilising policy representations. The book is a compelling re-examination of the politics and ethics of engaging with development and a rare self-critical reflection practice.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period - both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury.
