The phrase ‘human factors’ is used to describe personal relationships, individual capabilities, effective leadership, technical interface, organisational culture and the community engagement necessary to effectively minimise, counter and control the threat of terrorism. Unlike many works in the field, this book is constructed around the input of ‘experienced knowledge’ from over 170 semi-structured interviews of specialist military, policing, intelligence and security practitioners - those actors actually involved in countering terrorism. These practitioners come from seven countries – the United Kingdom, Ireland, France, Spain, Israel, Turkey and the United States – all of which have suffered over the years from different types of terrorist threat and responded with a mixture of counter-terrorist measures. Where military practitioners also discussed overseas counter-insurgency measures, that material has been included, since terrorism forms a key aspect of such wider insurgencies. The resulting interview data was analysed through a variant of ‘Grounded Theory’ to identify key emerging themes and issues, both positive and negative, relevant to ‘human factors’ in the individual countries and more generically. This book incorporates the informed operational experiences and insights of the interviewees while seeking to provide examples of successful counter-terrorist measures at the strategic, operational and tactical levels. This book will be of much interest to students of counter-terrorism, defence studies and security studies in general.

Book excerpt: Britain’s Special Operations Executive (SOE), which conducted sabotage campaigns and supported resistance movements in Axis-occupied Europe and in Asia, is often described as Winston Churchill’s brainchild. But as A. R. B. Linderman reveals in this engrossing history, the real genius behind Britain’s clandestine warriors was Colin Gubbins, a British officer who forged the SOE by drawing on lessons learned in irregular conflicts around the world. Following Gubbins through operations he studied and participated in, Linderman maps the evolution of the SOE from its origins to its doctrine to its becoming a critical institution. Part biography, part intellectual and organizational history, Rediscovering Irregular Warfare is the first book to explore the origins of a substantial force in the Allies’ victory in World War II. Although popular history holds that Britain entered World War II with no prior knowledge of or experience with underground warfare, Rediscovering Irregular Warfare tells us otherwise. Linderman finds ample precedent in the clearly documented work of Gubbins and his fellow clandestine organizers. He traces Gubbins’s career from 1914 through World War I and such irregular conflicts as the Allied intervention in Russia, the Irish Revolution, and conflicts in British India. To these firsthand experiences, Gubbins added the insights of colleagues who had served with him and in Iraq, as well as what he learned from the Second Anglo-Boer War, the Arab Revolt led by T. E. Lawrence, the German guerrilla war in East Africa, the revolt in Palestine between the world wars, the Spanish Civil War, and the Second Sino-Japanese War. The two booklets that Gubbins wrote based on his accumulated knowledge offered the first synthesis of British unconventional warfare doctrine: practical guides that emphasized the centrality of local populations; the collection, protection, and use of intelligence; the necessity of cooperating with conventional forces; and the use of speed, surprise, and escape in ambush operations. In 1940, when Gubbins joined the newly created SOE, the experience and know-how codified in his guides formed the basis of Britain’s approach to irregular warfare. The history of the SOE’s doctrinal origins is Colin Gubbins’s story. By telling that story, Rediscovering Irregular Warfare amplifies and clarifies our understanding of the Second World War—and of doctrines of unconventional warfare in the twentieth century.

Book excerpt: The 2018 U.S. National Defense Strategy made headlines by officially downgrading terrorism as a national security priority in favor of "inter-state strategic competition." Many interpreted the statement as signifying a return to "conventional combat," yet a closer reading suggests that even state-based competition is likely to be "irregular." Much like insurgent adversaries, states blend separate instruments of power to offset military weakness, weaponize narratives to ease strategic progress, and exploit social and political contradictions to undermine and divide target societies. The effort to understand this approach has generated new jargon-"hybrid war," "the gray zone"-yet the United States and the West in general struggle to overcome their entrenched presumptions about war. Such confusion constitutes an upstream source of analytical friction with implications for how strategy is conceived and implemented. Based on the pedagogical approach of the College of International Security Affairs within the National Defense University, this article presents an analytical framework to assess and respond to irregular threats. Though terminological precision and analytical frameworks are no panacea for the malaise facing Western strategy, it is an indispensable starting point for all that must follow.

Specifically this study identifies current joint doctrinal treatment of IW and its aspects, to include content of ongoing revision efforts; identifies any joint doctrinal voids concerning IW and proposes courses of action for resolving identified voids; and identifies terminology implications/doctrinal issues related to IW. The study used a systematic approach by gathering pertinent information and then analyzing it in relation to IW. Thorough research and data collection was conducted on IW. Analysis centered on IW terminology and possible doctrinal voids and redundancies within the 10 IW activities (aspects) listed in the IW roadmap and, as a minimum, their associated joint publications (JPs). Conclusions were drawn regarding the doctrinal implications of IW. Finally, recommendations were made regarding the joint doctrinal treatment of IW and courses of action proposed for resolving identified joint doctrinal voids.

Galula in Algeria: Counterinsurgency Practice versus Theory delivers just such an analysis, exploring the colonial French counter-insurrectionary theoretical milieu of which Galula's COIN theory was a part, the influence of Galula's theory on U.S. COIN doctrine, and the current views of Galula's theory in France and other NATO countries. French defense researcher Grégor Mathias compares each of the eight steps of Galula's theory set out in Counterinsurgency Warfare against his practice of them as described in his writings and now, for the first time, against the SAS archives and those of Galula's infantry company and battalion. The study shows that Galula systematically inflated his operational successes to match his theoretical scheme and that he left problems unresolved, causing his work to unravel quickly after he left his command. Mathias concludes that, however heuristically fruitful Galula's theory might prove for U.S. COIN doctrine, it must be interpreted and implemented under the caveat that it was not successfully field-tested by its author. .

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
