Book excerpt: This book offers a critical examination of contemporary higher education reforms in Thailand situated in the broader historical, socio-economic and political changes. Through a qualitative case study with three methods of inquiry, this book explores why different 'global education policies' such quasi-privatisation, internationalization, as quality assessment (QA) have resonated in Thailand higher education sector. Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. It is argued that historical legacy, policy contexts and belief systems of policy elites play pivotal roles in facilitating policy changes or the lack thereof. While historical analysis elucidates that the Thai state has always been an active borrower of western ideas, the perseverance of the 'Thai-ness' discourse has often been used to suggest its so-called independence and idiosyncrasy. This in-depth analysis of the Thai case aims to contribute to the critical studies in Asian education, comparative higher education, policy borrowing and lending and Thai studies. Book excerpt: Wisaijorn explores how the concepts of space and temporality in traditional geopolitics have influenced the understanding of the Thai-Lao border since Laos became independent in 1954. Arguing that a state-centric conceptualisation of the Thailand-Laos border falls into both a territorial and temporal trap, Wisaijorn contests that privileging a theoretical border silences the voices of people on the ground. In doing so, he expands the concept of a temporal trap with the addition of a temporal dimension – analysing how the state claims a monopoly not only on a geography, but also a history. Rooted in orientalism, colonialism and the expediencies of the Cold War, the border operates in the interest of elites and ignores the lived reality of peoples on the ground. By bringing these voices back into the discussion, Wisaijorn presents a more complex framework, which reveals a human dimension missing not only from this particular case, but more broadly from the conceptions of borders within International Relations theory. A fascinating case study for scholars with an interest in mainland Southeast Asia, which also makes a valuable theoretical contribution to International relations discourse.

By extrapolating through Islam and the waqf (Islamic charity) in different regions of Thailand the diversity in races and institutions, it demonstrates the regional contrasts within Thai Islam. The book also underlines the importance of the internal histories of these separate spaces, and the processes by which institutions and ideologies become entrenched. It goes on to look at the socio economic transformation that is taking place within the context of trading networks through Islamic institutions and civil networks linked to mosques, madrasahs and regional power brokers. Brown casts this study of private Islamic welfare as strengthening rather than weakening relations with the secular Thai state. The current regime’s effectiveness in coopting these Muslim elites, including Lutfi and Wisoot, into state bureaucracies assists in widening their popular base in the south, in the north-east, and in Bangkok. Such appointments were efficacious in reinforcing the elite’s Islamic identity within a modern, secular, literate, and cosmopolitan Thai culture. In challenging existing studies of Thai Muslims as furtive protest minorities, this book diverts our attention to how Islamic philanthropy provides the logic and dynamism behind the creation of autonomous spaces for these independent groups, affording unusual insights into their economic, political and social histories.

Book excerpt: Urban climate adaptation currently focusses mainly on hazards but often ignores opportunities which arise in both space and time. Opportunistic Adaptation provides a rationalized approach to mainstream measures for climate adaptation into urban renewal cycles. Adaptation opportunities are identified by projecting the lifespans of urban assets into the future to obtain an operational urban adaptation agenda for the future. Upscaling of the adaptation process is done by synchronizing the end-of-lifecycle of a group of assets to develop adaptation clusters that comprise multiple dwellings, infrastructure as well as public spaces. An extensive catalogue of adaptation measures for different scale-levels ensures flexibility in the type of measures that can be integrated. Sequencing the adaptation measures over long periods of time provides insight and flexibility in the long-term protection standards that can be achieved. By applying a design-centered approach, the potentials of obtaining co-benefits in the urban landscape are maximized. Potentials of clustering of nature-based solutions are being considered which ensures to maximize the delivery of ecosystem services. This research aims to assess \the adaptation potential of Bangkok, based on a case study area (Lat Krabang) by mapping the adaptation opportunities and flood vulnerability. The resulting outputs will contribute to the development of a flexible and inclusive FRM strategy.

Now the scope is expanded to Asian-Pacific Countries in coverage, so that this monograph presents the econometric models of Japan, the United States, Canada, China, Korea, Taiwan, Hong Kong, Thailand, the Philippines, Malaysia, Singa pore, Indonesia, Australia and the European Community. We are particularly happy to have included the excellent models of Australia and Canada whose economies are essential parts of the Asian-Pacific Economic Community. Most of those models were presented at the Workshop of Asian Link Project held in Bandung, Indonesia at the time of the Second Convention of the East Asian Eco nomic Association, 1990. Those models have been up-dated since then, and several other important models were added. Unlike our previous book, we have not tried here to link these national models as a regional or global model in any way, ex cept for the model by S. Kinoshita which offers a regional linkage for Pacific-basin economies by linking the US, Japan, Canada, the European Community coun tries as a group, Asian NIEs (Korea, Hong Kong, Taiwan), ASEAN (Indonesia, Malaysia, the Philippines, Singapore) and East Asian economies. As we argued in our previous publication, we tried to publish these econometric models again with the statistical data as much as we could, so as to enable the reader examine the estimation and performance of the models by himself.
