Book excerpt: "This study addresses the potential contribution of confidence- and security-building measures (CSBMs) toward their goal of building confidence and security in Europe. First, the report surveys and discusses various publicly stated U.S. or NATO objectives for CSBMs, distilling these to three core objectives: inhibiting the threatened use of force for political intimidation, reducing misunderstanding/miscalculation, and making surprise attack less likely. It then describes the original NATO package of CSBMs, which consisted of six measures presented in January 1984 at the Conference on Disarmament in Europe (CDE) in Stockholm, analyzing and evaluating that package in the context of U.S./NATO objectives for CSBMs. Finally, it identifies several potential options available to the West for the future development of CSBM packages within the CDE. The study includes a brief summary of the main elements in both the original NATO package and the concluding document (reproduced in an appendix) of the Stockholm conference."--Rand abstracts.

In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.

To what degree do the effectiveness and modernisation of the Vienna Document's CSBM process depend on the scenarios for European security in the future? 13. Is the 'cyberisation' of the Vienna Document's CSBMs required in the present security environment to maintain the agreement's effectiveness?

Book excerpt: Confidence-Building Measures (CBMs) - often seen as the fastest growing sector on the post-Cold War diplomatic agenda - are increasingly viewed by the international community as useful instruments for addressing a range of security and diplomatic issues. Rethinking Confidence-Building Measures warns against an uncritical pursuit of CBMs, arguing that the idea has been oversold. The author asserts that obstacles to meaningful agreements are much more important than usually acknowledged, and the political and military ramifications have been generally ignored. She concludes that the same effort, painstaking negotiation, and possibilities for failure are inherent in CBMs as in the wide array of other potential solutions for managing interstate security relations, but with far fewer substantial results.

Book excerpt: This volume examines in detail the major proposals for confidence- and security-building measures that were made at the Conference on Disarmament in Europe (CDE) held in Stockholm during 1984-86. The CDE produced an historic agreement which included the first provision ever negotiated for on-site inspection on demand. Focusing on major proposals made by NATO, the Warsaw Pact, and the neutral and non-aligned nations, the author also evaluates the effects, if adopted, these measures would have in the real world. Providing a unique insider's account of positions taken, he lets the reader draw conclusions about the actual goals of each of the participating groups--reduction of military tensions or propaganda. This book gives the reader an insider's view of a major international security negotiation and unique insight into the positions of participating nations. Some view the act of reaching agreement as the most significant aspect of the Stockholm Conference. According to this author, it is in fact the content of the CDE agreement that matters. Following a brief review of the background to the CDE, Krehbiel concentrates on a detailed analysis of the major proposals in the areas of notification, information, observation, constraints, and verification. The final two chapters evaluate the resulting agreement, its strengths and weaknesses, and its potential to accomplish CDE goals. The book concludes with a brief assessment of its implementation.
