H., Based on Births in One Year Because of incomplete registration of births and deaths infant mor tality rates are not available for all cities in the United States, but only for those cities in which such registration is considered to be 90 per cent complete. Of such cities, according to the table, only two, Holyoke and Lowell, have higher infant mortality rates than Man chester, and the high rate in Holyoke is perhaps due in part to the presence there of a large infant asylum which receives infants born in other cities. For the registration States,1 which in 1910 comprised per cent of the population and per cent of the land area of the United States, the infant mortality rate for 1910 was 124, as computed by the Bureau of the Census. J: A Study of Infant Mortality in a Suburban Community The Montclair Board of Health in 1913 determined to conduct an inquiry into infant mortality in Montclair, basing its inquiry upon all the births which occurred in the town during the calendar year 1912 and proceeding according to the plan adopted by the Federal Children's Bureau for its series of infant mortality studies. Schedule forms, such as had been used by the Children's Bureau in its field study in Johnstown, Pa., were furnished to the board of health, and a field agent of the bureau was sent to Montclair to explain to the local investigators the schedule questions and the bureau's methods of collecting statistical information. No Montclair nurses visited the homes of the babies, interviewed the mothers, and filled out for each baby a schedule covering the first year of its life or as much of the first year as it survived. The fourth-ward mothers were visited by the board of health nurse. The other nurse was engaged to make the investigations in the rest of the town. Behaving that a report of the results of this inquiry into infant mortality in a suburban community would be of interest, the scheduled information has been tabulated by the Children's Bureau. In the report have been included a brief description of the town, an analysis of infant mortality in Montclair in 1912, and a discussion of the various social and civic factors which in Montclair seem to have been closely related to the problem of infant mortality. Book excerpt: Excerpt from A Statistical Study of Infant Mortality Practically simultaneous with the first National Conference at Westminster, an exposition was held at Berlin for the pur pose of inaugurating a comprehensive study of all the various phases of the infant mortality problem, and some idea of the scope of its work may be gained from the mere announcement that the exposition was continued for nearly three weeks. In its issue of Oct. 13, 1906, Charities and the Commons presents a summary of the work of the exposition, in part as follows: Accompanying the exhibits were exhaustive explanatory leaflets and monographs by the most celebrated specialists, and a catalogue containing every possible and minute detail to instruct and enlighten. A bare outline even of the rich mass of material presented would go far beyond the limits of our space, and give subjects for numbers of articles. The striking feature of the exhibit is the increasing solicitude of governments to concern themselves in questions affecting the well-being and happiness of people, and the rapidly increasing co-ordinat'ion between private, or voluntary, and civic and national, or au thoritative, reforms. The conditions of infant mortality in the German Empire have for a long time and with reason been the cause of_grave anxiety to German social and political scien tists, since statistics have been showing that, of the infants born annually, or one - fifth, do not survive the first year of existence. This disquieting fact has given rise to the founding of an institute, where, as a central point for the whole empire, the subject of infant mortality, its direct and accessory causes, will be studied with a seriousness worthy of the subject, and with all the cc - ordinated thoroughness and science known to the German municipality and the German medical profession. From the side of medicine is to be given the fullest inquiry into physiological, and from the municipality into social, contributing causes. In September, 1907, an international conference on the sub ject was held at Brussels, under the name of the Second Inter national Congress of Gouttes de Lait, and it was decided thatits scope should be extended, and that the next congress should be termed the International Congress for the Protection of Infant Life. Were any further evidence of the increasing interest in the subject necessary, it possibly might be supplied by citing the fact that the subject selected by the Council of the Royal Statistical Society for essays in competition for the Howard Medal in 1908 - 09 is: ' A Statistical Study of In fantile Mortality in Great Britain and Ireland, and of its Causes. Book excerpt: Excerpt from Maternal Mortality From All Conditions Connected With Childbirth in the United States and Certain Other Countries In 1913 the death rate per population from all conditions caused by childbirth was little lower than that from typhoid fever; this rate would be almost quadrupled if only the group of the population which can be affected, women of childbearing age, were considered. In 1913 childbirth caused more deaths among women 15 to 44 years Old than any disease except tuberculosis. The death rate due to this cause is almost twice as high in the col ored as in the tite population. Only 2 Of a group of 15 important foreign countries show higher rates from this cause than the rate in the registration area of the United States. The rates of 3 countries, Sweden, Norway, and Italy, ' which are notably low, show that low rates for these diseases are attainable. The death rates from childbirth and from childbed fever for the registration area of this country apparently are not falling to any great extent; during the 13 years from 1900 to 1913 they have shown no demonstrable decrease. These years have been marked by a revolution in the control of certain other preventable diseases, such as typhoid, diphtheria, and tuberculosis. During that time the typhoid rate has been cut in half, the rate from tuberculosis markedly reduced, and the rate from diphtheria reduced to less than one-half. During this period there has been a decrease in the death rate from childbirth per live births in England and Wales, Ireland, Japan, New Zealand, and Switzerland. These facts point to the need in this country and in foreign countries of higher standards of care for women at the time of childbirth. Based on Births in One Year The method of procedure followed by the bureau in infant mortality studies is stated at length in the Appendix, pp. 63 to 69. Briefly, the study of infant mortality was based upon the births which occurred in Saginaw during the year ended November 30, 1913, and the deaths under 1 year of age occurring in this group. The plan was to visit the homes and by means of personal interviews with mothers, to collect data about the babies' lives to the end of their first year, or until death if death occurred under 1 year of age. Birth records were examined and in each case the facts necessary to identify the baby were transcribed to the schedule 1 later used for the collection of information from the m'other. Death certificates were copied for infants whose age showed their births to have occurred in the selected year. At this stage of the work, even when both records existed, it was not always possible to determine whether they referred to the same child. In several cases the records were not matched until after the call on the parents, when it would be found, for instance, that the baby named Zartsc on the death record was the one called Sage on the birth certificate. While these data were being taken from the records the general public was informed of the nature and purpose of the inquiry. The local press gave it wide publicity. The clergy, especially those serving congregations of non-english speaking peeples, stated the purpose of the work to their charges, and thus secured for the inquiry an earnest and intelligent response. The city officials, the civic league, the mothers' and other women's clubs were interested and most helpful. Hence, it is inevitable that, even under the most favourable circumstances, the deaths of infants will furnish a large contribution to the bills of mortality. As civilisation advances, however, this should become less. That it does not, in fact, become substantially less is surely a matter calling for consideration, for' at the present time there is an annual loss to England and Wales of lives by the death of infants. In past years there has been a similar drain upon the national resources of life. But, it should not be forgotten that a rapidly declining birth-rate means that this loss of life is now operating in conjunction with a diminished income.
