Supported by generally sound policies, Uganda’s economic performance was positive in FY2013/14. All quantitative assessment criteria and structural benchmarks were met, and the authorities have taken action to address the shortfall in tax revenue collection. Progress toward the achievement of other key structural reforms has proceeded as expected. The envisaged policy mix is set to maintain the growth momentum in FY2014/15. Based on the satisfactory program performance and the proposed policies, IMF staff supports completion of the third PSI review.

These reforms are aimed at improving monetary management, which would enhance the prospects for achieving stabilization. Ultimately, financial sector reforms will contribute to long-term sustainable growth by mobilizing domestic savings and channeling these resources to the most profitable investment projects.

Book excerpt: Many sub-Saharan African (SSA) countries liberalized their economies in the 1980s and early 1990s. This paper reviews the foreign exchange regime reforms in selected SSA, and their associated macroeconomic policies and economic performance during and after these reforms were undertaken. Before liberalization, most of the reviewed countries were characterized by extensive foreign exchange rationing, sizeable black market premiums, and declining per capita real income. Today, the countries that successfully reformed look markedly different. Rationing and parallel market spreads are a distant memory, and per capita income has increased sharply.

Book excerpt: This paper empirically investigates the monetary impact of banking crises in Chile, Colombia, Denmark, Japan, Kenya, Malaysia, and Uruguay during 1975–98. Cointegration analysis and error correction modeling are used to research two issues: (i) whether money demand stability is threatened by banking crises; and (ii) whether crises lead to structural breaks in the relation between monetary indicators and prices. Overall, no systematic evidence that banking crises cause money demand instability is found. The paper also analyzes inflation targeting in the context of the IMF-supported adjustment programs.
