Book excerpt: Situating the French Revolution in the context of early modern globalization for the first time, this book offers a new approach to understanding its international origins and worldwide effects. A distinguished group of contributors shows that the political culture of the Revolution emerged out of a long history of global commerce, imperial competition, and the movement of people and ideas in places as far flung as India, Egypt, Guiana, and the Caribbean. This international approach helps to explain how the Revolution fused immense idealism with territorial ambition and combined the drive for human rights with various forms of exclusion. The essays examine topics including the role of smuggling and free trade in the origins of the French Revolution, the entwined nature of feminism and abolitionism, and the influence of the French revolutionary wars on the shape of American empire. Book excerpt: The comte de Vergennes is best known as one of the great foreign ministers of modern French history, but for much of the 1780s he was also first minister in all but name. This 1995 book was the first to deal in depth with the critical part he played in French domestic policies on the eve of the Revolution. It studies Vergennes' role in the context of the debate on the nature and future of the French monarchy in the two decades before the Revolution. His financial reforms, fully examined here, were the last attempt to restructure the monarchy in accordance with its traditional principles. The failure of this undertaking accelerated the final collapse of the royal government. Preserving the Monarchy is based on archival research, as well as reinterpretations of the established sources. The result is a significant study, not merely of Vergennes but of the end of the ancien régime.

In the wake of this pathbreaking new study, historians will also have to rethink the origins of the French Revolution. As the authors show, the crisis of 1787-88 did not simply ignite revolt; it was intimately bound up in an economic struggle that reached far back into the eighteenth century, and continued well into the 1800s.

What precisely were those difficulties? In this book, Professor Bosher shows that the monarchy was financed by a chaotic system of private enterprise which proved increasingly unmanageable and wasteful. Hundreds of profit-seeking accountants - 'capitalists', in the language of the time - stood in the way of reform and even of clear accounting until governments of the French Revolution eventually nationalized the financial system and changed it 'from capitalism into a bureaucracy'. From his close study of the administrative changes Professor Bosher concludes that the National Assembly planned to guard the public finances by bureaucratic organization. 'With a vision of mechanical efficiency and articulation', he writes, 'systems of clock-like checks and balances such as eighteenth-century Frenchmen found everywhere, even in nature itself, the revolutionary planners hoped to prevent corruption, putting their faith in the virtues of organization to offset the vices of the individual men.'

Censorship was abolished, and France appeared to be on a path towards tolerance, pluralism, and civil liberties. A mere four years later, the country descended into a period of political terror, as thousands were arrested, tried, and executed for crimes of expression and opinion. In Policing Public Opinion in the French Revolution, Charles Walton traces the origins of this reversal back to the Old Regime. He shows that while early advocates of press freedom sought to abolish pre-publication censorship, the majority still firmly believed injurious speech--or calumny--constituted a crime, even treason if it undermined the honor of sovereign authority or sacred collective values, such as religion and civic spirit. With the collapse of institutions responsible for regulating honor and morality in 1789, calumny proliferated, as did obsessions with it. Drawing on wide-ranging sources, from National Assembly debates to local police archives, Walton shows how struggles to set legal and moral limits on free speech led to the radicalization of politics, and eventually to the brutal liquidation of "calumniators" and fanatical efforts to rebuild society's moral foundation during the Terror of 1793-1794. With its emphasis on how revolutionaries drew upon cultural and political legacies of the Old Regime, this study sheds new light on the origins of the Terror and the French Revolution, as well as the history of free expression.
