Has it been due to causes beyond'human control, or can the responsibi lity for'it be traced to any policy of British administration A little consideration will show that the retrogration is directly traceable to the policy which has hitherto guided british'rule, and is due mainly to two causes lst, the British Administration has not promoted or widened the sources of national wealth in India; secondly, that all avail able wealth has been actually drained out of the country by a system of administration which could not have left any wealth in India without directly falsifying the fundamental and a'xiomate truths of Political Economy.
