Roth argues that the United States is distinctive in its level of violence among unrelated adults—friends, acquaintances, and strangers. America was extraordinarily homicidal in the mid-seventeenth century, but it became relatively non-homicidal by the mid-eighteenth century, even in the slave South; and by the early nineteenth century, rates in the North and the mountain South were extremely low. But the homicide rate rose substantially among unrelated adults in the slave South after the American Revolution; and it skyrocketed across the United States from the late 1840s through the mid-1870s, while rates in most other Western nations held steady or fell. That surge—and all subsequent increases in the homicide rate—correlated closely with four distinct phenomena: political instability; a loss of government legitimacy; a loss of fellow-feeling among members of society caused by racial, religious, or political antagonism; and a loss of faith in the social hierarchy. Those four factors, Roth argues, best explain why homicide rates have gone up and down in the United States and in other Western nations over the past four centuries, and why the United States is today the most homicidal affluent nation.

Answers were sought to a series of questions regarding 588 victims and 621 offenders involved in criminal homicide with respect to the following: race, sex, and age differences; methods and weapons used to inflict death; seasonal and other temporal patterns; spatial patterns; the relationship between the use of alcohol and homicide; the degree of violence in homicide; motives; the interpersonal relationship between victim and offender; homicide occurring during the commission of another felony; victim-precipitated homicide; homicide-suicide; unsolved homicide; the tempo of legal procedure; court disposition; and insanity as a factor in homicide. The broad range of material examined in this volume makes it one of the most comprehensive studies undertaken in recent years. Although dealing basically with records of homicide accumulated in Philadelphia, Patterns in Criminal Homicide has implications that hold true for every large urban community. The Scottish Government initiated reform of their patient homicide investigation procedures in 2017 and plans to reform patient homicide investigations in England are slowly germinating. This original and compelling book is therefore a timely and important contribution. It concludes that health policy makers should re-evaluate their normative commitments to patient homicide risk reduction in a world of disharmony, objection and resistance.

Book excerpt: Using multiple data sources and methods, this book involves a micro-historical analysis of the nature of change and stability in homicide situations over time. It focuses on the homicide situation as the unit of analysis, and explores similarities and differences in the context of homicide for different social groups. For example, using Qualitative Comparative Analysis, we investigate whether various social groups (e.g., men vs. women, teenagers vs. adults, strangers vs. intimates, Blacks vs. Whites) kill under qualitatively different circumstances and, if so, what are the characteristics of these unique profiles. The analysis of over 400,000 US homicides is supplemented with qualitative analysis of narrative accounts of homicide events to more fully investigate the structure and process underlying these lethal situations. Our findings of unique and common homicide situations across different time periods and social groups are then discussed in terms of their implications for criminological theory and public policy.
