Over the last decades, an emerging consensus has formed around the idea that knowledge of facts alone is insufficient to prepare youth for a future that is increasingly volatile and uncertain. Students must be educated not just to understand the world, but to improve it, they need to be equipped to become creators and makers, and not just spectators of the world in which they live. Entrepreneurship education, a specific set of educational programs aimed at teaching students and adults the skills to initiate and sustain a business, is an avenue to develop some of these skills and attitudes. This book presents the study of a program designed to cultivate an entrepreneurial mindset among high school students in the Middle East. The results of this study advance knowledge about how entrepreneurship education helps youth develop some of these competencies, preparing them to 'Improve the world'. The study focuses on the impact of an entrepreneurship education program administered to high school students in six countries in the Middle East, a region with relatively high levels of youth unemployment. The program is relatively simple, and therefore scalable, it involves bringing to schools a person with business experience, who works with youth teaching them how to create a company. The results of this study will be of interest not only to those who care about the opportunities available to youth in the Middle East. The search for effective avenues to help students develop an expanded set of skills extends beyond the Middle East to the entire global education ecosystem. While the levels of youth unemployment are higher today in the Middle East than in other regions of the world, many predict that the fourth industrial revolution, resulting from increased and ubiqitous automation and the development of artificial intelligence, will eliminate many of the jobs currently available. Together with neurotechnological and genetic developments these changes will create new opportunities as well as serious challenges, which require a heightened commitment to putting humans at the center, and empowerment as a goal (Schwab 2017). These developments create a new urgency to advance knowledge about how to empower youth to invent the future, in the Middle East and beyond.

The history of the university reflects the decisive social transformations which have given definition and identity to both new nations and modern societies. In the post-war period, universities in the industrialized world underwent a radical shift. The mass expansion of higher education ensured that universities were no longer centers designed to train youth to assume the leadership positions held by previous generations. Instead universities were to become centers where job skills could be imparted and knowledge produced, refined and used in the newly emerging Cold War economies, and where students could develop the skills necessary for employment in a changing world. Rather than focusing on the refinement of future leaders, the task of the university became linked to the development of economically exploitable technical knowledge. A shift of comparable magnitude is now ongoing in the nature of higher education itself. Globalization has led to the growth of knowledge communities around the world, mirroring the rise of centers for global finance in previous decades. In the Middle East and Asia the demands of the knowledge-based economy have led to the opening of new indigenous universities and branch campuses and partnerships with established European and North American universities. Education City in Qatar, for instance, has received or been pledged more than 200 billion dollars since its inception. The growth of new indigenous universities has altered the traditional role of the university further, increasing the emphasis on courses which are close to the marketplace. These new partnerships have contributed to the creation of what is now referred to as the global university.

Book excerpt: Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.

These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.
