The first section of Part 5 answers specific questions about FSPS; the second section discusses general transfer considerations and principles. In Part 6, a detailed outline is provided of the steps employees and human resource specialists should take in planning for retirement. The steps begin with advance retirement planning 5 years before the planned retirement date, and end with the 3-month period immediately preceding retirement. Part 6 also describes the stages of the retirement process so that retiring employees will find it easier to keep track of their retirement application. Employees first hired on or after January 1, 1984, and employees rehired on or after January 1, 1984 (with a break in service exceeding 365 days but with less than 5 years of civilian service prior to the date of their separation), or employees who transferred to FSPS should read GRB's Your Foreign Service Pension System (FSPS) 10th edition. The 10th edition of this book reflects legislation enacted by Congress as of January 1, 2018. It also reflects decisions made by the Department of State, the Office of Personnel Management and the Federal Retirement Thrift Investment Board as of that date. Both the law and the regulations are subject to interpretation by administrative and judicial authorities.
