The origin of government is a response to a society's common interest in security and defense. In recent years, security and defense issues, and government responses, have become increasingly prominent in societies around the world. Despite intermittent pushes for privatization, however, security and defense have remained core functions of government. In this volume Bruce D. McDonald III investigates the historiography of the defense-growth relationship. Lachezar G. Anguelov and Robert J. Eger III consider the social impact with a case study of the Republic of Serbia. Maximiliano Mendieta and Bruce D. McDonald III consider the social spillovers of the sector that arise after the completion of a soldier's service. Paul Kellogg considers why some countries have fared well when others have been slow to rebound. Hamid E. Ali studies pork barrel spending in the United States. Susan Sample, Brandon Valeriano, and Choong-Nam Kang broaden the understanding of the defense sector to include its output. Hamid E. Ali and Ubah A. Adan conclude the volume with a study on conflict and infant and child mortality rates. Traditionally, national defense is viewed solely in military terms. As part of their national security objectives, many defense sectors have undertaken a variety of social programs. While the existence of social programs is known, what remains uncertain is how they spill over from the sector to society at-large and what is the impact of that spillover.

Book excerpt: The decline in military spending that began in the mid-1980s continued through 1995, and this decline was widespread both geographically and by level of development. Cuts in military spending appear to have potentially important implications for nonmilitary spending and fiscal adjustment. In contrast to findings for previous periods, military spending has declined more than proportionately in those countries that have reduced total spending. Countries with Fund programs have reduced military spending more sharply than other developing countries, largely reflecting outcomes in the transition economies. Further, military spending appears to have been less resilient in program countries than other developing countries.

The resulting conglomeration of ethnic groups left many substantial minorities wanting independence. The approach of World War II provided the minorities' leaders a new opportunity in their nationalist movements, and many sided with one or the other of Poland's two enemies--the Soviet Union and Nazi Germany--in hopes of achieving their goals at the expense of Poland and its people. Based on data from all 132 sovereign states of the Third World, it first establishes a scale to measure the level of democracy existing in these countries. The author discusses various interpretations of the meaning of political democracy, and emerges with a specification of its essential principles which includes such elements as the holding of elections to central decision-making organs, and the maintenance of certain fundamental political liberties. Theories concerning the requisites of democratic government are then examined in order to explain the manifest differences in the level of democracy among the states of the Third World. The author employs statistical techniques including regression analysis to test theories related to socio-economic conditions, demographic and cultural factors, and institutional arrangements. This book thus provides a uniquely wide-ranging examination both of the elements which constitute democracy, and of the factors which explain its varying prevalence.
