Book excerpt: This book charts the new phase of global struggles around gender equality and sexual democracy: the ultraconservative mobilization against "gender ideology" and feminist efforts to counteract it. It argues that anti-gender campaigns, which emerged around 2010 in Europe, are not a simple continuation of the anti-feminist backlash dating back to the 1970s, but part of a new political configuration. Opposition to "gender" has become a key element of the rise of right-wing populism, which successfully harnesses the anxiety, shame and anger caused by neoliberalism and threatens to destroy liberal democracy. Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement. Book excerpt: Breaking Worlds: Religion, Law and Citizenship in Majoritarian India; The Story of Assam chronicles how prejudicial laws and policies are being utilized with impunity to reconstruct citizenship in Assam in Northeast India. The Government of India's stated objective is to replicate "Assam-like" changes to citizenship across the country. The Hindu nationalist Bharatiya Janata Party-led central government's pilot implementation has centered on the state of Assam in Northeast India since 2019, with dire impact on its sizeable Muslim population. Majoritarian nationalists claim that various Muslim communities residing in India are in the country "illegally," and are not Indian. The modalities for safe harbor that apply to other communities exclude Muslims. In particular, Bangla-descent Muslims are fabricated as "foreigners" and "outsiders," are the primary targets. If Bangla-descent Muslims of Assam are not Indians, then who are they? Hindu nationalists claim that various Muslim communities residing in India are in the country "illegally," and are not Indian. Bangla-descent Muslims who fail to meet the government's demands to prove their citizenship are faced with the threat of expulsion, exile, and statelessness.Through applied research and methodical analysis, the report spotlights the illiberal citizenship movement ignited by majoritarian forces focusing on two intersecting chronologies: the exclusionary amendments to the law and the implosive situation on the ground that collectively stands to render swathes of citizens effectively stateless. The report identifies communities that are subject to discriminatory treatment. It chronicles the voices, lives, and torment of numerous targeted individuals, including victimized-survivors who have been declared "foreigners" in Assam, separated from their families and detained, and family members of suicide victims, together with summary analyses of cases before the appellate body. The report brings into focus how the laws and policies reordering Indian citizenship are fortifying legal discrimination based on religion, and the impact on vulnerable communities. The report's emphasis on Assam and Bangla-descent Muslims is prognosticative. The report contends that the "citizenship experiment" signals the advance of inestimable, gendered violence and prospective statelessness that stand to devastate millions of lives.

Robredo Institute of Governance (DLSU–JRIG), both members of the Asia Democracy Research Network (ADRN), came up with two reports that examined the case of populism in the Philippines. INCITEGov focused on civil society’s responses to President Duterte’s populist leadership, while JRIG on the utilization of social media for populist agenda. The two papers are part of ADRN’s State of Democracy in Asia (SODA) Report. The findings of the two reports were presented and validated during the National Consultation on Populism in the Philippines, a multi-sectoral forum organized by INCITEGov and JRIG on Sept. 13, 2018. The activity also aimed to analyze the challenges posed by populism and identify possible action points; expand the scope of action-oriented and policy-driven research; and forge linkages among democracy practitioners in promoting, consolidating, and deepening democracy. This publication contains the proceedings of the forum and is divided into three sessions: 1) Understanding Populism in the Philippines; 2) Populism and Social Media; and 3) Populism and Civil Society. The first session explores the concept of populism using the economic and gender lenses, and from the perspective of the populist public. JRIG and INCITEGov’s reports were presented in the second and third sessions, respectively, each followed by further insights from a panel of reactors and an open forum.
