Unfortunately, many of our female inmates will return to our jail system due to behaviors or services they never received upon leaving. Without addressing these problems, they will continue being a statistic in the jail system. The proposed study will address the lack of housing options, social service programs, and family/community support to identify why these women will be unsuccessful in reentering the community. Using a quantitative research method will determine why women return to jail or prison and what is needed to prevent it. Four hundred female inmates released from the Southern California facilities participating are the Century Regional Detention Facility, Centinela, and Chowchilla State Prisons. These female inmates will be provided a short survey to complete before exiting prison or jail. The survey will stress that it is anonymous and will be used to collect primary data only. The findings will support why housing, social support programs, mental health, and family/community support are needed to reduce recidivism, especially among more impoverished and uneducated communities.

Book excerpt: The number of incarcerated women continues to rise at alarming rates, increasing the pressure on an already overcrowded prison system. Although re-integrating women back into the community post-release should be of utmost importance, literature continues to document the many needs of women exiting prison and the difficulties faced in securing support while attending to competing priorities and demands. While understanding the realities women face post-release are essential to supporting women's transition into the community, literature seeking to understand how formerly incarcerated women define success in life after prison is limited. In its absence, recidivism remains the primary if not only measure of post-release success. Although not returning to prison is an aspect of success, it is a limited measure that does not consider definitions of success that have importance to those with lived experiences nor take into account the complex and challenging process that is community re-integration. Therefore, this thesis explores how formerly incarcerated women define success in life after prison and describes the factors that support and inhibit women from realizing their goals. In partnership with a local not-for-profit organization, a community-based participatory research approach was utilized and engaged women throughout different stages of the research. A qualitative description methodology grounded in feminist standpoint theory and intersectionality was employed. When considering community re-integration as a journey, 16 interviews were conducted with formerly incarcerated women that explored their definitions of success. While achieving post-release goals were successes described by participants, this study points to the significance of personal transformation as a key definition of success critical to leading a life characterized by new values and priorities. Success was described in the day to day as women continued to engage in life in ways that moved them forward and attended to their health holistically. The importance of robust support networks, being engaged in the community, and receiving mental and emotional health support, among others, are identified as crucial supporting factors. The barriers, the lack of available mental health support, limiting parole conditions and staff, and the lifetime impacts of incarceration are described. While women continue to define their lives outside of prison walls that reflect their current conceptualizations of success, their understandings have yet to be adopted as true indicators of success by authorities mandated with facilitating their transition post-release. Therefore, implications to practice, programming, and policies are examined that take into account women's experiences and perspectives. In particular, the provision of mental health support, recognizing measures of success beyond outcomes, removing systemic barriers, and mobilizing the community are outlined.

Whilst internationally women comprise a low percentage of the total prison population, there is an escalating use of custody inextricably linked to the high levels of personal and social needs of women involved in the justice system. This book presents original research undertaken with Corrections Victoria, Australia, which examines the effectiveness of services and programmes women access in prison and after release, and the impact of this on successful reintegration into the community and on other trends such as reoffending. Victoria’s Department of Justice introduced the Better Pathways strategy in response to a growing number of women entering the Victorian corrections system, and the concerning extent to which prison is used for women with inadequate accommodation and complex treatment and support needs. The strategy was developed to address the causes of women's offending and to try and help break the cycle of women's reoffending, by funding more holistic initiatives to support women in their transition to life after prison. It is well acknowledged that pathways into offending by women can also be the factors that most affect their reintegration. The research outlined in this book presents data about individual women’s pathways through the programmes offered as part of the Better Pathways strategy and the views of the women themselves about the effectiveness of these programmes. Negligible research attention has been paid to what services and programmes are effective for women after prison. This book addresses this gap and provides a cohesive presentation of the key issues salient to the needs of women offenders.

This book offers a contemporary contribution to the scholarship of the past three decades that has queried, monitored, and challenged practices and policies relating to women’s corrections in Canada. Based on data gathered about community-based employment supports available to reentering women in Ontario, Canada, exploring how language constructs the subject positions of criminalized and employable women, and bringing into conversation the extensive body of work about women’s employment and employability and reintegration, the book marks a unique but important intersection of these empirical and theoretical domains. Central to the book is the juxtaposition of two key subject positions mobilized in women’s corrections. Book excerpt: Since the early aughts, there has been increased scholarly, public, and political interest in the post-carceral experiences of men and women caught up in the criminal justice system. Reentry literatures highlight the significant challenges that ex-prisoners face returning to their communities, particularly in meeting their housing needs. The increased interest in ex-prisoners, while promising, has focused almost entirely on the challenges male prisoners face exiting long-term incarceration from prison. This is an oversight: over the past three decades, local jails have experienced a dramatic population expansion that mirrors that seen in prisons, yet they have received remarkably little scholarly attention. The increase of jail prisoners and time spent in jail has also occurred alongside women's increasing involvement in the criminal justice system. Few studies have examined the collateral consequences of jail incarceration for the women who experience it or the unique challenges they face exiting jail. Additionally, despite the significant overlap between jail and homeless populations, few studies have examined the collateral consequences of short-term jail incarceration on prisoners' living situations or how and where jail prisoners find housing on release. This dissertation examines women's experiences exiting one Midwestern jail to understand how short-term incarceration in jail impacts women's housing options on release as well as how post-release living conditions shape women's efforts to leave criminal activity behind and avoid future incarceration. The bulk of the data analyzed in this research comes from longitudinal interviews with 28 women experiencing reentry from jail, as well as interviews with 26 community corrections agents who supervise women exiting jail. The women in this study experienced chronic, periodic housing instability over the course of their lives, an instability that was intimately connected to the processes by which they ended up in jail. On release, housing instability was a significant barrier to women attempting to rebuild their lives and avoid re-incarceration. Two themes predominated: security of housing and control over one's environment. Women who had precarious housing situations in locations where they lacked autonomy were particularly vulnerable to predation, relapse and re-incarceration.
