That completion date remains uncertain in light of so many questions governing the wall's funding and construction. The president has apparently discussed the military's movement to the border with his top national security advisors to include Defense Secretary Jim Mattis. It appears that Trump will release a proclamation directing the Department of Defense and the Department of Homeland Security to work with governors to deploy National Guard troops to the southwest border to assist the Border Patrol in combating illegal immigration. Nevertheless, questions remain: What parts of the military will be used?; Who is paying for this? What is the legal authority and what will they be doing? I want to highlight four key initial takeaways to focus your attention on the core legal issues as a “militarized border” implementation plan develops. While it is too simplistic to state that the “president can or can't do this” - he faces enormous legal challenges and restrictions that will likely thwart his aspirations.

Is illegal immigration of such importance to our national security that military force be used to combat this problem? This paper examines whether or not the use of military force on the U.S.-Mexico Border is a viable option to combat illegal immigration. This paper will propose that illegal immigration is a national security issue and there may be instances where the application of U.S. military force, whether it be active, reserve, or national guard to combat illegal immigration is appropriate. A review of past political, diplomatic, economic, and military tools previously proposed and implemented to address illegal immigration on the border will be provided.

Available in PDF, EPUB and Kindle. Book excerpt: On 9 March 1916, the forces of Doroteo Arango, better known as Francisco "Pancho" Villa, attacked the small border town of Columbus, New Mexico. In response to the raid, President Woodrow Wilson authorized Brig. Gen. John J. "Black Jack" Pershing to organize an expedition into Chihuahua, Mexico, in order to kill or capture Villa and those responsible for the assault. By 15 March, 4,800 Regular Army soldiers had assembled in Columbus and Camp Furlong, the Army garrison just outside of the town's center. These men fanned out into the Mexican countryside on horseback in small, highly mobile cavalry detachments-sometimes led by local guides or by the Army's Apache scouts-that could cover large swaths of sparsely populated and rough terrain. Cavalrymen employed skills and strategies developed in the preceding decades on frontier campaigns in the West and in warfare against irregular, guerrilla forces in the Philippines. The Mexican Expedition, popularly called the "Punitive Expedition," was to be one of the last operations to employ these methods of warfare and one of the first to rely extensively on trucks. It also provided a testing ground for another new technology-the airplane. During the eleven months that Pershing's expedition was in Chihuahua, U.S. troops failed to kill, capture, or even spot Pancho Villa, but the impact of the expedition reached far beyond the deserts of northern Mexico. The approximately 10,000 regulars that served in the Punitive Expedition gained experience in large, multiunit field operations at a time when small-unit actions were the norm. The Mexican Expedition, 1916-1917, by Julie Irene Prieto, examines the operation, led by General John Pershing, to search for, capture, and destroy Francisco "Pancho" Villa and his revolutionary army in northern Mexico in the year prior to the United States' entry into World War I. This campaign marked one of the final times cavalry was used on a large scale, and it was one of the first to use trucks and airplanes in the field. While Pershing's troops failed to capture Villa, both Regular Army troops and National Guardsmen stationed on the border gained valuable experience in these new technologies.

Book excerpt: William Faulkner wrote during a tumultuous period in southern racial consciousness, between the years of the enactment of Jim Crow and the beginnings of the civil rights movement in the South. Throughout the writer's career, racial paradigms were in flux, and these shifting notions are reflected in Faulkner's prose. Faulkner's fiction contains frequent questions about the ways in which white Americans view themselves with regard to race along with challenges to the racial codes and standards of the region, and complex portrayals of the interactions between blacks and whites. Throughout his work, Faulkner contests white identity—its performance by whites and those passing for white, its role in shaping the South, and its assumption of normative identity in opposition to non-white “Others.” This is true even in novels without a strong visible African American presence, such as As I Lay Dying, The Hamlet, The Town, and The Mansion. Faulkner and Whiteness explores the ways in which Faulkner's fiction addresses and destabilizes the concept of whiteness in American culture.
