In Penn's Frame of Government, or Constitution, for his Proprietory Province, is the following enunciation of principles: "Liberty without Obedience is Confusion. Obedience without Liberty is Slavery. To carry the evenness is partly owing to the Constitution, and partly to the Magistry. Where either of these fail, Government will be subjected to Convulsions; but where both are wanting it must be totally subverted (Russia). Where both meet the Government is Like to endure.
