Book excerpt: Among the provisions of the Patient Protection and Affordable Care Act of 2010 that were implemented earliest was an expansion in the definition of dependents on private family health insurance plans. This provision has been shown to have increased coverage in young adults overall, however, its differential effect on young people with disabilities is unknown (Antwi, et al., 2012; Cantor, et al., 2012; Sommers, et al., 2013; O'Hara & Brault, 2013). Also, evidence from past expansions has been linked to decreases in the labor supply (Depew, 2012; Hulbert, 2012). Because of programs like Medicare and Medicaid for people with disabilities, theory suggests that people with disabilities may have different labor supply outcomes because of the provision. Using data from the 2008-2011 American Community Surveys, I find that young adults with disabilities experienced similar increases in coverage as those with no disabilities; both increased coverage about 4.5 percentage points. While those with no disabilities had a small decrease in number of hours worked, I detected no change for those with a disability.

Book excerpt: The first major insurance expansion of the Affordable Care Act -- a provision requiring insurers to allow dependents to remain on parents' health insurance until turning 26 -- took effect in September 2010. We estimate this mandate's impacts on numerous health-related outcomes using a difference-in-differences approach with 23-25 year olds as the treatment group and 27-29 year olds as the control group. For the full sample, the dependent coverage provision increased the probabilities of having insurance, a primary care doctor, and excellent self-assessed health, while decreasing unmet medical needs because of cost. However, we find no evidence of improvements in preventive care utilization or health behaviors. Subsample analyses reveal particularly striking gains for college graduates, including reduced obesity. Finally, we show that the mandate's impacts on 19-22 year olds were generally weaker than those on 23-25 year olds, although we observe a reduction in pregnancies for unmarried 19-22 year old women.

Book excerpt: We examined the effect of the expansion of Medicaid eligibility under the Affordable Care Act on health insurance coverage and labor supply of adults with a high school education or less. We found that the Medicaid expansions increased Medicaid coverage by approximately 4 percentage points, decreased the proportion uninsured by approximately 3 percentage points, and decreased private health insurance coverage by 1 percentage point. The Medicaid expansions had little effect on labor supply as measured by employment, usual hours worked per week and the probability of working 30 or more hours per week. Most estimates suggested that the expansions increased employment slightly, although not significantly.

Using difference-in-differences, regression discontinuity, and regression kink designs, I find no evidence of the labor market impact of the ACA dependent coverage mandate despite its substantial impact on insurance coverage for young adults. I also show that the "aging-out-at-26" condition in eligibility leads to low valuation of insurance and in turn no change in the labor supply of young adults.

Book excerpt: Expanded health insurance coverage under the Affordable Care Act (ACA) provides alternative channels to obtain health insurance coverage outside employment, which in theory may affect whether people want to work, how much they work, and the sorting of individuals into jobs. Although health insurance exchanges are available in all states, ACA Medicaid expansion is only available in states that chose to expand Medicaid coverage. The state-level variation in timing of Medicaid expansion provides a quasi-experiment setting that can be used to examine how health insurance coverage affected labor supply. In this paper, I study how Medicaid expansion affects the labor supply and re-employment outcomes of displaced (involuntarily unemployed) workers who are near-elderly, low-income, non-married, childless, and non-disabled. Data from 2011-2016 waves of monthly Current Population Survey (CPS) as well as 2010-2016 waves of Displaced Workers Survey (DWS) are used. Results from a discrete-choice model using the CPS suggest that, some displaced workers in expansion states became less likely to exit unemployment to employment while some other became more likely to exit unemployment to not-in-labor-force immediately following Medicaid expansion. While robustness tests suggest this may partly be attributed to state-level idiosyncrasies, my results reject large and persistent effect of Medicaid expansion on unemployment exits. The DWS does not have enough statistical power to identify the difference in reemployment outcomes between displaced workers in expansion and non-expansion states.

Our comparison of outcomes for young adults aged 19-25 with those who are older and younger, before and after the law, shows a high take-up of parental coverage, resulting in substantial reductions in uninsurance and other forms of coverage. We also find preliminary evidence of increased labor market flexibility in the form of reduced work hours.
