With the move toward greater openness, the influence of industrial and foreign-investor lobbying on policy formation was reduced.Using a political economy approach, Grether, de Melo, and Olarreaga analyze the pattern of protection in Mexico's manufacturing sector during the period of trade policy reforms (1985-89), when Mexico experienced significant trade liberalization and an important inflow of foreign direct investment.They take into account the potential effect of foreign direct investment on endogenous tariff formation.It turns out that the data support this analytic approach, in which the formulation of trade policy reflects political support, and in which the presence of foreign direct investment in the sector strongly affects the pattern of tariff protection before and after reform.In Mexican manufacturing, especially, sectors with heavy foreign direct investment received greater protection in import-competing sectors, although the move toward greater openness was associated with a reduction in the influence of industrial and foreign-investor lobbying.This paper - a product of Trade, Development Research Group - is part of a larger effort in the group to understand the political economy of trade protection. Book excerpt: This study focuses on the Mexican-American community in the US, the American and Mexican governments, the North American Free Trade Agreement (NAFTA), and trade in general between the US and Mexico. The empirical focus of this study is the influence of the Mexican-American diaspora on US policy, specifically with respect to trade. I attempt to trace the influence of the diaspora in the political debates over NAFTA, and in the post-NAFTA debates. I pose the following questions: 1-Does the Mexican-American diaspora have influence in US domestic politics and the US-Mexico relationship? 2-Does the diaspora use what influence it has to achieve its interests? 3-If so, is it generally successful? These questions will be explored in the context of American trade policy. The Mexican-American diaspora has the resources and characteristics needed to exert influence, but is it so inclined? In order to measure its influence, it must first be asked whether the diaspora attempts to use it in pursuing specific interests. An important component of this analysis will be to determine whether Mexican-Americans are able- and perceived as able- to influence decision-making in the US government through the vote. Other important questions therefore include: Do Mexican-Americans vote? If so, whom do they vote for? And, are Mexican-Americans politically active? The answers to these questions will help us paint a more accurate picture of Mexican-Americans and their influence on US trade policy. This study will reveal that the Mexican-American community has played an increasingly important role in American politics. It will show that the Mexican-American diaspora has an impact on domestic issues such as immigration, but that it is also interested and influential in foreign policy, particularly trade. I intend to demonstrate this influence by exploring its role in the establishment of NAFTA and in the ensuing American debates on hemispheric trade policy.

Book excerpt: The United States – Mexico – Canada Agreement (USMCA) was signed on November 30, 2018 and aims to replace and modernize the North-American Free Trade Agreement (NAFTA). This paper uses a global, multisector, computable-general-equilibrium model to provide an analytical assessment of five key provisions in the new agreement, including tighter rules of origin in the automotive, textiles and apparel sectors, more liberalized agricultural trade, and other trade facilitation measures. The results show that together these provisions would adversely affect trade in the automotive, textiles and apparel sectors, while generating modest aggregate gains in terms of welfare, mostly driven by improved goods market access, with a negligible effect on real GDP. The welfare benefits from USMCA would be greatly enhanced with the elimination of U.S. tariffs on steel and aluminum imports from Canada and Mexico and the elimination of the Canadian and Mexican import surtaxes imposed after the U.S. tariffs were put in place.
