The efforts made on the part of the Papacy to attain this power, and those on the part of Protestants to resist them, occupied, as is known to your Majesty, a large portion of the history of this empire for many years; and the grounds of this resistance on the part of Protestants is the first subject that is to be recalled to your Majesty's grave and gracious consideration. They were principally these-that Popery assumed a right on the ground of religion, to denounce and persecute all Protestants as heretics-as rebels against the authority of the Pope, whom they blindly and blasphemously call "the Vicar of Jesus Christ on earth," and who therefore has a right to the submission of all who call themselves Christians, as your Majesty's Representative is entitled to that of your subjects. That therefore the Pope had a divine right to invade the liberties of Protestants-to take possession of all their property, if it had been forfeited in these realms-to seize on the revenues of the church-to overturn the Protestant establishment-to undermine the Protestant government-to subvert the Protestant throne-to restore the Papal domination in England-and by a combination of secular and ecclesiastical power, to compel the submission of all Protestants to his will. It was also believed that Popery still continued to maintain the principle, that no faith is to be kept with heretics-that all promissory oaths, whether of allegiance or any other description, could be dispensed with at pleasure by Papal ecclesiastics, and that therefore political power could not safely be entrusted to their hands; for that they merely pretended to seek for an equality of civil power, that they might attain ecclesiastical and political domination.
