Book excerpt: The Goldwater-Nichols Department of Defense (DoD) Reorganization Act of 1986 (GN-86) has been hailed as the most consequential and successful example of defense reform in the Cold War era. While GN-86 effected profound positive change in DoD, a considerable body of recent professional literature advocates additional organizational and process reform. This quest for further change has been driven both by drastic shifts in the strategic security environment since GN-86 was passed, as well as by the existence of still unmet GN-86 objectives. To address this call for change, the Center for Strategic and International Studies (CSIS) Beyond Goldwater-Nichols (BGN) project has published two detailed reports delineating several specific recommendations for significant defense reform. Implementation of all these recommendations would require major changes at many levels of government; in many cases the burden to change or adapt would fall upon military Combatant Commanders. This paper addresses the following research question: Suppose the CSIS recommendations in its Beyond Goldwater-Nichols Phase I and II Reports are implemented. What is the impact to the Combatant Commander?

Book excerpt: This study examined all seven reserve components -- the Army and Air National Guards, the Army Reserve, the Air Force Reserve, the Navy Reserve, the Marine Corps Reserve and the Coast Guard Reserve -- and focused on the core strategic issues that will form the future building blocks of a sound, sustainable Reserve Component. A core theme of the study is that the Reserve Component is not monolithic, and there are few, if any, one-size-fits-all solutions. Many of the recommendations in the study are most relevant to the Army National Guard and the Army Reserve because the challenges inherent in transitioning to serving as part of an operational force are greatest for these two reserve components. Others are applicable at least conceptually for all seven Reserve Component organizations. The study makes more than forty findings and recommendations on a wide range of issues of strategic importance to the Reserve Component. At the same time, it recognizes that many issues remain that require serious attention over the next several years.

Title IV, Joint Officer Management, of the Act was aimed at reforming the officer development of the services in an effort to eliminate the parochial service dispositions that had previously plagued U.S. military efforts. Title IV instituted policies to provide officers with joint education and joint experience in an effort to develop officers with a multi-service or joint perspective. In an effort to provide senior officers with joint experience, all officers promoted to the rank of brigadier general or rear admiral (07) must have completed a joint duty assignment prior to promotion. This dissertation looks specifically at the joint duty promotion requirement instituted under Title IV in an effort to analyze the U.S. military's ability to implement a congressional mandate. The implementation of the joint duty assignment as a promotion requirement has been a source of concern for both the services and congressional policymakers.

This book discusses why it is incumbent on the international community and individual powers involved in dealing with the chaos of the post-Cold War world to understand that such action requires a long-term, holistic, and strategic approach. The intent of such an approach is to create and establish the proven internal conditions that can lead to a mandated peace and stability—with justice. The key elements that define those conditions at the strategic level include: (1) the physical establishment of order and the rule of law; (2) the isolation of belligerents; (3) the regeneration of the economy; (4) the shaping of political consent; (5) fostering peaceful conflict resolution processes; (6) achieving a complete unity of effort toward stability; and (7) establishment and maintenance of a legitimate civil society. These essential dimensions of contemporary global security and stability requirements comprise a new paradigm that will, hopefully, initiate the process of rethinking both problem and response.
