Book excerpt: A literature search, interviews, and other futures methodologies were used to study the impact of a police officer's environment and lifestyle on officers' health in small-sized and medium-sized law enforcement agencies by the year 2000. A Nominal Group Technique panel was formed, consisting of experts in physical fitness, mental health, medicine, law enforcement, city government, and the legal profession to define the future of this issue. The following five trends were forecasted: agency responsibility for wellness of employees with fitness incentives, establishment of standards for levels of fitness screening and monitoring, counseling/awareness management of stress-related dysfunctions, availability of health information and new technology applied to wellness, and health costs for personnel and local government. The high-probability events were identified as gang and drug wars reaching overwhelming proportions, causing a state of emergency; require statewide fitness standards with absolute minimum standards state in job descriptions, mandatory fitness programs, court cases and decisions require levels of fitness, and wellness programs adopted by a majority of law enforcement agencies. These future scenarios were created using the data provided by the Nominal Group panel. The strategic management plan looks at the management of wellness programs in a small California police agency. The selected policy strategies are the development of a fitness master plan for each officer; the development of a policy to maintain minimum physical performance criteria for all sworn personnel; and the development of a policy that facilitates the appropriate culture that would reward, value, and encourage wellness lifestyles in the organization, the individual, and the working environment. This report represents the culmination of a major effort by the California Commission on Peace Officer Standards and Training (POST) to respond to the need of law enforcement agencies for information on fitness promotion programs. The panel projected five major trends as likely to have an impact on the imposition of mandatory physical fitness programs: level of disability retirement, level of physical violence, level of fitness of police officers, incidents of work-related injuries, and the effect of fitness standards on women and minority police officers. Further, the panel projected the potential occurrence of five major events with varying probability that would have a substantial impact: the California Commission on Peace Officer Standards and Training (POST) creates minimum physical agility entry standards; agencies are held liable for failing to provide opportunities for employees to maintain adequate physical fitness; mandatory fitness for duty physical standards are adopted; the use of deadly force doubles since 1990; and technology reduces the need for physical standards for police officers.

Book excerpt: The purpose of this study was to examine the existing state of physical fitness maintenance policies among police departments in North Carolina, and how those policies impact reported injuries among police officers. The research identified a sample of police departments with and without mandated physical fitness maintenance policies (n = 145) for years 2013-2015 and through collaboration with the North Carolina League of Municipalities, determined the number officer injuries per department for comparison. This information also included the cause of injury, costs, lost work days and claims by male and female for comparison. A cross-sectional analysis and purposive sampling method were used to compare agencies who self-reported their level of physical fitness maintenance. Agencies were classified as mandated fitness standards, mandated wellness standards, and no standards. Police departments with mandatory physical fitness standards (FS) were found to have significantly lower medical costs (X2 (1) = 126.4, p = .001, C = .541) and lost work days (X2 (1) = 6.68, p = .009, C = .980) in several analysis when compared to agencies without FS and agencies with WS alone. Police departments with mixed standards (FS or WS or both) were compared to agencies without standards and no statistical significance was found. Future studies are recommended to increase the generalizability of the study and to determine causes of the increases in medical costs observed in agencies that mandate wellness standards.

Police Officers experience mental and physical ailments associated with prolonged stress and physical training exercises can increase a police officers' resiliency helping them maintain or gain physical and mental hardiness and manage stress. This thesis recommends recommends that all law enforcement agencies implement a mandated exercise program to assist officers with stress therefore making them more fit to perform their duties and help manage the stress associated with police work.

Book excerpt: Background: Higher risk factor prevalence and increased incidence of cardiovascular disease and metabolic syndrome are commonly reported in law enforcement personnel compared to the general population. However, higher levels of physical fitness and activity in police officers are correlated with lower incidence of chronic pain and injuries, less absenteeism from work, and less medical care claims. Research Question: The aim of this study was to evaluate whether a 12-week health education and promotion program would increase daily activity among law enforcement personnel. Methods: Eighteen law enforcement personnel took part in a 12-week health and wellness promotion program. Participants wore an activity tracker 2 weeks before, during, and 2 weeks after the health promotion program for data collection. Paired t- test were conducted to compare baseline to post-health promotion activity. Results: Before health promotion, mean activity was 9716 ± 4125 steps/day. Mean step count on non-working days (10182 ± 4970 steps) was significantly higher than working days post-health promotion (8650 ± 3862 steps, p=0.010). Mean very-active heart rate intensity minutes significantly increased by 8.41 ± 51.14 minutes after health promotion (p=0.024). Significance: The average daily activity heartrate intensity of participants surpassed physical activity guidelines suggesting physical inactivity may not be responsible for the increased cardiovascular risk in some law enforcement personnel. Physical activity in law enforcement can differ between work days and non-work days, and any health program in this population may need to take this into consideration.

Long periods of sedentary behavior are intermixed with moments of required physical exertion. The purpose of this study was to assess the need of a regulated exercise training program, the effect of the motivational environment of a workout facility, and the need for incentives to benefit law enforcement officers' health and physical fitness levels. Participants included 76 (62 male) active law enforcement officers employed by a university in the Big XII conference. Measures included a fifty-four item questionnaire including demographic information, specific health and exercise questions and questions concerning specific incentives to increase exercise adherence. The Commitment to Exercise Scale and the Perceived Motivational Climate in Exercise Questionnaire are two previously validated surveys that were also used. University police departments were contacted via email and asked for their willingness to participate. Upon agreement an email was sent containing the link to the online Qualtrics survey. The survey was available for one month. Descriptive statistics were calculated for the Commitment to Exercise Scale and the Perceived Motivational Climate Scale. Demographics and total responses for health and exercise questions also were examined using descriptive statistics. Frequencies were calculated for gender, individual health information and individual exercise information. Results found the average BMI was 29.43 which is classified as overweight. The most common health symptom was high blood pressure. The majority (51.4%) spent 3-5 days per week participating in exercise. Police officers in the Big XII perceive the climate within their fitness facility as ego-involving which involves individuals being motivated by extrinsic factors as opposed to the desirable intrinsic motivators. Incentives that are important to this population include the ability to earn time off or being promoted. These results are important because it is apparent that the current fitness regimens being performed are not successful in decreasing health complications. This population, which is at a greater risk for cardiovascular disease and is involved with a known stressful occupation, will benefit from participating in a regulated physical fitness regimen.
