Das Lower Jordan River Basin beheimatet ca. 80 % der jordanischen Bevölkerung und verbraucht entsprechend auch etwa 80 % der nationalen Wasserressourcen. Während die Bewässerungslandwirtschaft weniger als 5 % des BIP ausmacht, verbraucht sie doch nahezu 70 % des nationalen Wasserbedarfs. Einem sich erneuernden natürlichen Wasserdargebot von 780 MMC steht ein Vebrauch von 1,35 MMC entgegen. Dieses Ungleichgewicht wird sich aufgrund des Bevölkerungswachstums und des steigenden Wasserbedarfs in den kommenden Jahren weiterhin dramatisch verschlechtern. Im dritten Kapitel werden verschiedene Optionen für eine künftige Sicherstellung des Wasserbedarfs erörtert. Neben möglichen technischen Einsparungen im Agrarbereich werden auch die Möglichkeiten von Mehrfachwasserverwendung diskutiert, ohne die Jordanien in der Zukunft nicht auskommen wird. Allerdings wird auch kritisch hinterfragt, inwieweit die Einsicht für ein integriertes Wassermanagement mit der Realität korreliert. Erste Schritte hin zu einer nachhaltigen Wasserversorgung wurden bereits vollzogen, doch das angestrebte Ziel ist noch weit entfernt. Since the partitioning of the Arabian Peninsula, and the inclusion of a Jewish homeland in Palestine, this region has experienced conflict over water. This paper examines the situation in the region in terms of historical conflict over water, past attempts to manage supplies on a regional basis, and possible solutions to mitigate the potential for future conflict.

Nearly every source is full of ominous statistics, indicating broad consensus among government, corporate, and scientific experts that the problem is real. Sometimes, such numbers framing global issues are difficult to grasp. But a senior official of NASA's Earth Sciences Directorate offers us a relative comparison, "Our concerns about global warming are trivial compared to the issues that we face over water." Water may be the key resource in the new century. Trying to break the issue down into regional pieces, these same experts claim the 240-300 river basins of the world shared by two or more countries are the potential battlegrounds. Given climate and geopolitics, the Middle East may already be the site that poses the greatest challenges. In fact, diverse American and international organizations have been researching water disputes along the Jordan, Euphrates, and Nile Rivers for decades. Many predict the five nations of the Jordan River Basin Israel, Lebanon, Syria, Jordan, and Palestine may go to war over water. Other experts, especially Mostafa Dolatyar and Tim S. Gray, take issue with this conclusion. But with the sheer complexity of issues in the Middle East compounded by a year of intensified fighting, waging war specifically over water may not be the most pressing question. Certainly, water disputes still constitute a threat, and, perhaps, an opportunity. This paper attempts to summarize the current situation regarding water shortages in the Jordan River Basin, and to frame some of the complexities about how to deal with it. It will also pose some questions for the strategist regarding the cause and scale of the dispute, the costs associated with any potential resolution, and turning awareness of the problem into useful action. application.

Jeffrey K. Sosland demonstrates that while water scarcity might generate political tension, it does not by itself precipitate war, nor is it likely to do so. At the same time, efforts to promote water cooperation, such as those initiated by the United States, have an identifiable political benefit by creating rules, building confidence, and reducing tensions among adversaries. Sosland concludes that while this alone might not resolve the overall conflict, it does create positive long-term value in achieving peace.

Doherty, in "The Jordan Waters Conflict," International Conciliation, No. 533 (I965), elaborate this theme. H. A. Smith, in the "Waters of the Jordan: a Problem of International Water Control," International Affairs, Vol. 25 (I949), pp. 4I5 ff. has been the exception. However, his work is outdated in that many other factors have entered the picture since I949. My purpose in writing this study is twofold. First, I have sought to update the writings in this field. Second, it is hoped that the findings of this study will give a clearer and a more objective insight into the problems involved. Primary sources for this study include United Nations documents, Arab and Israeli government publications, federal and international law cases dealing with river disputes, treaties, and newspapers. Sec ondary source materials include books, articles in learned journals, and others.
