Communities, tribal governments, and various agencies are concerned about maintenance of this water supply for domestic, agricultural, industrial, recreational, and ecosystem uses. Water quantity and quality are widely recognized as important components of habitat for depleted salmonid populations in the ICRB where a large, multiagency effort is underway to restore salmon, trout, and char listed as threatened or endangered under the federal Endangered Species Act. A particularly active program of salmonid restoration is ongoing in the Entiat River subbasin, part of the ICRB that drains a portion of the eastern slope of the Cascade Mountains in central Washington state. In the Entiat River, monitoring of compliance with the 1977 federal Clean Water Act has identified water temperature and especially pH as water quality parameters of concern. For these reasons, agencies and others concerned with production of high-quality water and restoration of listed salmonids require meaningful and efficient approaches to water quality monitoring.

Book excerpt: The Integrated Status and Effectiveness Monitoring Project (ISEMP) program monitors the status and trend of water quality elements that may affect restoration project effectiveness in the Entiat subbasin. As part of this effort, the PNW Research Station (PNW) measures, analyzes and interprets temporal trends in natural stream water pH, dissolved oxygen, specific conductance and temperature. The Entiat River is currently on the Clean Water Act 303(d) list for pH exceedence, and there is insufficient information to determine the spatial and temporal extent or potential causes of this exceedence. In the late spring 2007, PNW deployed data-logging, multiparameter probes at four locations in the Entiat subbasin to measure water quality parameters, focusing on pH. Data collection was seasonally interrupted by river ice in early December. Daily average pH did not exceed the water quality standard of 8.5 at any of the measurements sites. However, instantaneous values did exceed this standard near the mouth of the Entiat River during late summer-fall period. This suggested that in the lowest portion of the river peaks in pH may be occurring because of photosynthesis caused by high rates of periphyton productivity in response to increased sunlight, temperature, and possible nutrient enrichment. Conversely, dissolved oxygen reached annual low levels during this same late summer-fall period, in part because of increased water temperatures and increased biochemical oxygen demand.

Water quantity and quality are widely recognized as important components of habitat for these depleted salmonid populations. There is also broad concern about maintaining a high-quality water supply for other societal and ecosystem uses. A particularly active salmonid habitat restoration program is being conducted in the Entiat River, which drains a portion of the eastern slope of the Cascade Mountains in central Washington state. There, routine monitoring by the Washington Department of Ecology identifies pH and water temperature as water quality parameters of concern. In response, the U.S. Forest Service, Pacific Northwest Research Station is testing a more intensive approach to water quality monitoring that uses multiparameter data-logging instruments at four locations to measure fundamental water quality parameters (pH, water temperature, dissolved oxygen, and specific conductivity). This report presents results from the first 4 years of the study and discusses variation in water quality parameters with season, river discharge, and location. We demonstrate that unattended data-logging instruments effectively provide high-resolution data, which facilitate identification of forcing mechanisms such as direct solar radiation, air temperature, and river discharge. Results complement ongoing, broad-scale salmon recovery monitoring by quantifying concurrent changes in water quality. Although exploratory in nature, this study can inform future, more intensive monitoring programs.
