Water Policy in the Netherlands traces the arc of water governance in the country, from technological innovations to prevent wide-scale flooding, to strategies focused primarily on improving water quality, to an integral water management approach which brings together perspectives from economics, hydrology, ecology, water law, and water technology. The contributions in this book demonstrate how both the technical and social sciences must play key roles in crafting policy in the face of serious environmental challenges including climate change, sea level rise, and increasing soil subsidence. The book is organized in five thematic sections that link practices of the past to the design of the present and visions of the future: part I discusses drinking water management; part II addresses water use in agriculture; part III explores water management for land reclamation and defense; part IV examines river and coastal planning; and part V focuses on port cities and waterfront regeneration. Today, the many complex systems of the past are necessarily the basis for new systems that both preserve the past and manage water today: policy makers and designers can work together to recognize and build on the traditional knowledge and skills that old structure embody. This book argues that there is a need for a common agenda and an integrated policy that addresses the preservation, transformation and adaptive reuse of historic water-related structures. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. The book broadens traditional approaches and tools to include the analysis of actors and networks related to the problem at hand. It also shows how lessons learned in the application process can be used to improve the approaches and tools used in the design process. The book offers guidance in identifying and applying appropriate approaches and tools to design plans, as well as advice on implementing these plans in the real world. For decisionmakers and practitioners, the book includes realistic examples and practical guidelines that should help them understand what decisionmaking under deep uncertainty is and how it may be of assistance to them. Decision Making under Deep Uncertainty: From Theory to Practice is divided into four parts. Part I presents five approaches for designing strategic plans under deep uncertainty: Robust Decision Making, Dynamic Adaptive Planning, Dynamic Adaptive Policy Pathways, Info-Gap Decision Theory, and Engineering Options Analysis.
