In particular, it explains how the longer the war, the harder it is to end, because domestic obstacles to peace become institutionalized over time. Next, it tests this theory with a mixed methods approach—through historical case studies and quantitative statistical analysis. Finally, it applies the theory to an in-depth analysis of the ending of the Korean War. By analyzing the domestic politics of the war's major combatants—the Soviet Union, the United States, China, and North and South Korea—it explains why the final armistice terms accepted in July 1953 were little different from those proposed at the start of negotiations in July 1951, some 294,000 additional battle-deaths later.

Because of the secrecy of its missions and the speed at which it moved, the Division was also known as "Patton's Ghosts" (the division was part of Patton's Third Army), and because of its many successes, as the "Victory Division." Following training in the U.S., the Division transferred to England, and landed on Utah Beach in Normandy on July 24, 1944. Then followed months of combat as the Division moved across northern France, Belgium, Luxembourg, and into Germany. In December 1944, the Division took part in the fierce fighting in the Hurtgen Forest and the Battle of the Bulge.

Lee, Stephen Dodson Ramseur, and Jubal A. Early--three prominent officers in the Army of Northern Virginia who became ardent Confederate nationalists. Loyalty was tested and proved in many ways leading up to and during the war. Looking at levels of allegiance to their native state, to the slaveholding South, to the United States, and to the Confederacy, Gallagher shows how these men represent responses to the mid-nineteenth-century crisis. Lee traditionally has been presented as a reluctant convert to the Confederacy whose most powerful identification was with his home state of Virginia--an interpretation at odds with his far more complex range of loyalties. Ramseur, the youngest of the three, eagerly embraced a Confederate identity, highlighting generational differences in the equation of loyalty. Early combined elements of Lee's and Ramseur's reactions--a Unionist who grudgingly accepted Virginia's departure from the United States but later came to personify defiant Confederate nationalism. The paths of these men toward Confederate loyalty help delineate important contours of American history. Gallagher shows that Americans juggled multiple, often conflicting, loyalties and that white southern identity was preoccupied with racial control transcending politics and class. Indeed, understanding these men's perspectives makes it difficult to argue that the Confederacy should not be deemed a nation. Perhaps most important, their experiences help us understand why Confederates waged a prodigiously bloody war and the manner in which they dealt with defeat.

The book describes and compares nine basic methods people have used to achieve peace, ranging from such conventional approaches as the theories of deterrence and balance of power to more unconventional strategies such as nonviolent resistance. Essentially all significant ideas for achieving and maintaining international peace fall into one of these nine categories or combine features from several. Many have been tried, but all clearly have been found wanting. Yet the authors' tone is one of optimism as they explore some of the major changes of the past quarter century. They contend that these changes alter the balance of advantages and disadvantages among the various paths to peace, so that what seemed partially workable in the past may not be appropriate to the present and what seemed totally impractical in the past might have a chance of working today. The book concludes with a scenario that may make a stable peace possible in the foreseeable future.
