Book excerpt: This report on vocational education and training (VET) in Hungary consists of a condensed description of the present situation in VET and analysis of the main challenges facing VET reform in the country. Chapter 1 offers basic data on Hungary. Chapter 2 describes main features of the VET system, strategic objectives for VET, and legislative framework. Developments in these specific areas are highlighted: administrative structure and decentralization; finance; adaptation of training to change; identification of skill needs; quality standards and qualifications; promotion of continuing vocational training; social partners; involvement of enterprises in VET; equal opportunities; access to training; and vocational guidance and counseling. Chapter 3 provides an overview of international assistance, including the European Union's Phare program for VET and the Leonardo program. Chapter 4 identifies current challenges in three areas: skill needs analysis, institutional arrangements, and qualifications and training methods. Chapter 5 outlines possible priorities for future assistance to sustain and further the reform process. Appendixes include key indicators (access and participation, finance, labor market trends); diagram of VET system; legislative framework; responsible bodies; and international assistance sources. Book excerpt: This report examines the constraints countries face in implementing vocational education and training (VET) systems and related policies; analyzes how some countries have successfully implemented reforms; and evaluates VET reforms in central and eastern Europe, the former Soviet Union, and other countries in transition to a market economy, such as China. The Introduction summarizes the results of studies of 16 countries and 2 territories: Hungary, Poland, the Czech Republic, The Russian Federation, Kazakhstan, China, Indonesia, Malaysia, the Republic of Korea, Chile, Mexico, South Africa, Tanzania, Zambia, Egypt, Jordan, and the West Bank and Gaza. Each of the 17 countries listed has an entire chapter devoted to its unique experience. The chapters analyze the labor market developments that determine the demand for VET, the supply response of the VET system, the problems that arise in matching demand and supply, and the major innovations in resolving these problems. Labor market analysis is restricted to labor regulations and indicators relevant to the demand for skilled and technical workers. VET supply responses were categorized into secondary and postsecondary vocational and technical education, pre-employment vocational training, and in-service or on-the-job-training. Included for discussion are the results of two special papers--on the lessons of Australia's comprehensive VET reforms and the applicability of Germany's dual system to low- and middle-income countries.

Book excerpt: Vocational education and training (VET) in 10 Central and Eastern European countries--Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, and Slovenia--was examined. The analysis focused on the following issues: socioeconomic context of VET reforms; VET at the start of reforms; the European Union Phare program and its support of VET reform in 1990-1998; changes in VET legislation and policies; changes in VET administration and financing; involvement of social partners; anticipation of skill needs and vocational standards; curricular reforms; teacher and trainer education; higher VET and professional education; continuing education; and challenges for VET in the transition context. It was concluded that, in countries in transition to a market economy and democratic society, VET must perform the following remedial, adaptive, and proactive roles: underpin and motivate the economic and social transformation process; prevent and combat the social exclusion of people disadvantaged in the labor market; and cope with constant technological changes and labor market uncertainty. VET policies in Central and Eastern Europe must be aimed at reaching macroeconomic stability, containing costs and mobilizing additional financial resources for education and training, promoting educational choices, and improving incentives and introducing competition among providers of education and training.
