In addition, the USAF Historical Division Liaison Office is currently preparing a companion study of Air Force plans and policies dealing with personnel, logistics, construction, and other activities during 1965 in support of the operational forces in Southeast Asia.

It tells the story of the Air Force's involvement in the region from the end of the second World War until the major infusion of American troops into Vietnam in 1965. During these years, and most noticeably after 1961, the Air Force's principal role in Southeast Asia was to advise the Vietnamese Air Force in its struggle against insurgents seeking the collapse of the Saigon Government. This story includes some issues of universal applicability to the Air Force: the role of air power in an insurgency, the most effective way to advise a foreign ally, and how to coordinate with other American agencies (both military and civilian) which are doing the same thing. It also deals iwth issues unique to the Vietnamese conflict: how to coordinate a centralized, technological modern air force with a feudal, decentralized, indigenous one without overwhelming it, and how best to adapt fighter, reconnaissance, airlift, and liaison planes to a jungle environment. Additional volumes in this series will tell the story of the Air Force in South Vietnam, in Laos, and over North Vietnam until the cessation of the Air Force's direct role in 1973, (Author).

Transcripts of these are available in the Office of Air Force History or in the collections of the Historical Archives at Maxwell AFB. Ala.

The previous Works include: USAF Plans and Operations: The Air Campaign Against North Vietnam, 1966; The Air Force in Vietnam: The Search for Military Alternatives; and The Air Force in Southeast Asia: Toward a Bombing Halt, 1968. In this report the author has focused on policy changes introduced by the Nixon administration during 1969 in regards to the Vietnamese war, particularly as they affected the role of air power. Repeatedly expressing determination to end the war as early as possible on the basis of self-determination of the South Vietnamese people, President Nixon decided -- after negotiations with the Communists in Paris proved fruitless -- to unilaterally withdraw U.S. forces while simultaneously strengthening Saigon's forces to take up the slack. The first reduction in U.S. military strength in Vietnam took place during the summer of 1969 when 25,000 troops were withdrawn. However, a particular phenomenon of the year was that air power was not materially reduced. The main theme of this history is that, in his effort to "wind down" the war via Vietnamization while maintaining pressure on North Vietnam to negotiate, the President made new and greater use of the U.S. air arm.

In 1965, when the United States first began to take a full-scale combat role in the war in Southeast Asia, the Air Force was called on to provide direct fire support and airlift to the ground forces. Men and planes adapted admirably, ultimately flying more missions, dropping more bombs, and delivering more men and supplies, with a lower loss rate, than in any previous conflict. The aircraft involved in this war ranged from ancient lumbering propeller planes to sleek supersonic jets. While most aircraft flew traditional missions, others found new roles - huge intercontinental nuclear bombers performed close air support and transport aircraft were used as gunships. Because of this war and the way airmen accomplished their tasks, Air Force thinking was modified, and the realization of the need for a response to all levels of conflict set the tone for future Air Force doctrine.Involved with the conflicts in Southeast Asia throughout his 31-year Air Force career, Col. John Schlight, USAF, Retired, flew aircraft in Indochina in support of the French during the early 1950s, was deputy director of the Air Force Project CHECO (Contemporary Historical Evaluation of Combat Operations) in South Vietnam in 1969 and 1970, and head the Vietnam War Section in the Office of Air Force History from 1977 to 1981. With a PhD in history from Princeton University, he has taught military history at the United States Air Force Academy, the National War College, and at universities in the United States and overseas. He is the author of Monarchs and Mercenaries and Henry II Plantagenet and editor of The Second Indochina War. Colonel Schlight's last assignment with the Air Force was Deputy Chief, Office of Air Force History. He is currently Chief of the Southeast Asia Branch at the U. S. Army's Center of Military History in Washington, D. C.
