Book excerpt: The Sexual Violence and Impunity in South Asia research project (coordinated by Zubaan and supported by the International Development Research Centre) brings together, for the first time in the region, a vast body of knowledge on this important – yet silenced – subject. Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India) comprising over fifty research papers and two book-length studies detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. This volume, the second on India, addresses the question of state impunity, suggesting that on the issue of the violation of human and civil rights, and particularly in relation to the question of sexual violence, the state has been an active and collusive partner in creating states of exception, where its own laws can be suspended and the rights of its citizens violated. Drawing on patterns of sexual violence in Kashmir, the Northeast of India, Chhattisgarh, Haryana and Rajasthan, the essays together focus on the long histories of militarization and regions of conflict, as well as the ‘normalized’ histories of caste violence which are rendered invisible because it is convenient to pretend they do not exist. Even as the writers note how heavily the odds are stacked against the victims and survivors of sexual violence, they turn their attention to recent histories of popular protest that have enabled speech. They stress that while this is both crucial and important, it is also necessary to note the absence of sufficient attention to the range of locations where sexual violence is endemic and often ignored. Resistance, speech, the breaking of silence, the surfacing of memory: these, as the writers powerfully argue, are the new weapons in the fight to destroy impunity and hold accountable the perpetrators of sexual violence. Book excerpt: The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan’s largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and around 200 interviews, this ethnographic study reveals a distinctly ‘postcolonial condition of policing’. Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers’ routine work. Caught in the middle of the country’s armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Beginning with struggles for democracy and control of the state in Athens and ancient Rome, this book traces the common threads of resistance through the Middle Ages in Europe and into the modern age. As classes change so does the composition of the protestors and the goals of their movements; the one common factor being how groups can mobilise to resist unbearable oppression, thereby developing a crowd consciousness that widens their political horizons and demonstrates the possibility of overthrowing the existing order. To appreciate the roots and motivations of these so-called deviants the author argues that we need to listen to the sound of the crowd. Through extensive research and interviews with more than one hundred fifty civil rights activists, many of whom had never shared their stories with anyone, Brinson chronicles twenty pivotal years of petitioning, preaching, picketing, boycotting, marching, and holding sit-ins. Participants' use of nonviolent direct action altered the landscape of civil rights in South Carolina and reverberated throughout the South. These firsthand accounts include those of the unsung petitioners who risked their lives by supporting Summerton's Briggs v. Elliot, a lawsuit that led to the historic Brown v. Board of Education decision; the thousands of students who were arrested and jailed in 1960 for protests in Rock Hill, Orangeburg, Denmark, Columbia, and Sumter; and the black female employees and leaders who defied a governor and his armed troops during the 1969 hospital strike in Charleston. Brinson also highlights contributions made by remarkable but lesser-known activists, including James M. Hinton Sr., president of the South Carolina Conference of Branches of the National Association for the Advancement of Colored People; Thomas W. Gaither, Congress of Racial Equality field secretary and scout for the Freedom Rides; Charles F. McDew, a South Carolina State College student and co-founder of the Student Nonviolent Coordinating Committee; and Mary Moultrie, grassroots leader of the 1969 hospital workers' strike. These intimate stories of courage and conviction, both heartbreaking and inspiring, shine a light on the progress achieved by nonviolent civil rights activists while also revealing white South Carolinians' often violent resistance to change. Although significant racial disparities remain, the sacrifices of these brave men and women produced real progress—and hope for the future.
