Book excerpt: This is the third volume on the history of the Transport and General Workers' Union (TGWU), covering the period 1945 to 1960, and starting with an extraordinary moment in its history. There were such high hopes with the election of Attlee’s Labour government, committed to a series of radical reforms, establishing the Welfare State and nationalising key sectors of the economy. These reforms seemed to offer unique opportunities to move forwards towards what Nye Bevan, the main architect of the NHS, saw as a ‘new world both at home and abroad’. Or did it? This volume explores the challenges as well as the opportunities for radical reform, as these played out between 1945 and 1960. There was renewed industrial unrest, with disputes in the docks and transport industries, despite the best efforts of the Labour Government to contain them. Much remained to be achieved in terms of equalities, and there were challenges when it came to calls for international solidarity in the Cold War context. But still, there had been major developments in terms of trade union education. The T&G had become a much more democratic organisation, and, overall, was a more powerful, progressive force by the end of this period. This volume explores issues with continuing relevance for the trade union and labour movement.

In 1959 Labour had been beaten at the polls for the third successive time – with political commentators claiming that class politics in Britain were dead. By 1974 a mobilised trade union movement had forced a Conservative government from office, compelled the abandonment of its anti-trade union legislation, released imprisoned dockers from Pentonville prison and twice provided the miners with the solidarity required for victory. The climax in 1974 was Labour victory in the 1974 general election with a programme calling for an irreversible shift of wealth and power in favour of working people. This volume of the TGWU’s centenary history documents the role of Britain’s biggest union in this transformation. Two remarkable general secretaries, Frank Cousins and Jack Jones, provided leadership. However, it was the TGWU’s members who achieved it: the women and men in the factories, transport depots and docks, who forged the new class unity. The book records their voices. It brings together their struggles from Clydeside, Dublin and Belfast to Longbridge, Dagenham and Heathrow – and it does so with a wealth of new material revealing the tactics of government and employers and the complexity of the struggles for sex equality and against racial discrimination that helped cement the new class unity.

Presidents Truman and Eisenhower and other American leaders believed that human rights and freedoms were endowed by God, that God had called the United States to defend liberty in the world, and that Soviet communism was especially evil because of its atheism and its enmity to religion. Along with security and economic concerns, these religious convictions also helped determine both how the United States defined the enemy and how it fought the conflict. Meanwhile, American Protestant churches failed to seize the moment. Internal differences over theology and politics, and resistance to cooperation with Catholics and Jews, hindered Protestant leaders domestically and internationally. Frustrated by these internecine disputes, Truman and Eisenhower attempted instead to construct a new civil religion. This public theology was used to mobilize domestic support for Cold War measures, to determine the strategic boundaries of containment, to appeal to people of all religious faiths around the world to unite against communism, and to undermine the authority of communist governments within their own countries.

In 1931, when the economic slump created mass unemployment, the TGWU was a large rambling union. The union lost members, struggled to hold its activists together, and split politically between communists and their allies and the right-wing labour leadership of Bevin. This spilled over to the struggle of the unemployed, the role of the state, and attitudes to the growth of fascism at home and abroad. By the late 1930s, an armament-inspired boom allowed the TGWU to negotiate industry-wide formal agreements in many of its strongholds – docks, passenger and commercial road transport, and general labourers. These deals favoured the weak but held back the strong such as the London bus workers who staged strikes based on rank-and-file organisation. These were matched by local strikes against a range of speed-up initiatives. The TGWU backed rearmament and the war when it came. The leadership put aside its anti-communism for the duration, and communist-inspired shop stewards played major roles in improving war-time productivity. The union grew and large numbers of women joined, forming their own groups and playing an increasing role in union affairs. At the same time the TGWU hesitantly supported liberation in the colonies. As the war came to an end, the union supported the welfare reforms of the Beveridge report and backed the election of a Labour Government.

Book excerpt: This book examines the widespread protests which took place in Japan in 1960 against the renewal of the US-Japan Security Treaty and assesses their far-reaching impact. It emphasizes the scale of the protests, at the climax of which hundreds of thousands of protestors surrounded Japan's National Diet building on nearly a daily basis, and large protests took place in other cities and towns all across Japan. It considers the results of the protests, which included the cancellation of President Eisenhower’s state visit and Prime Minister Kishi’s removal from office, and argues that although the protests apparently failed in that the Security Treaty was renewed and the Liberal Democratic Party remained in power, nevertheless the protests brought about subtle lasting changes in Japan: they revealed many latent societal and political tensions, and they compelled the ruling establishment to reshape itself, having to take seriously non-militarization and the need to listen to the people. The events are analysed in terms of social movement dynamics, with comparative references to the Western European protests of 1968.

Debs exploded upon the national scene in 1894 as the leader of a sensational strike by his American Railway Union (ARU) against the Pullman Parlor Car Company—a job stoppage which paralyzed the country's transportation network for nearly two weeks. On January 1, 1897, the polarizing public figure Debs declared his allegiance to international socialism, emerging as the most widely recognized socialist in America. He would thereafter tour the country relentlessly, speaking to large audiences and writing hundreds of articles on political and economic themes over the ensuing three decades. Debs almost singlehandedly established a new political party, the Social Democracy of America, in the summer of 1897, building upon the remnants of the depleted ARU. The organization advanced a double agenda, seeking to promote both electoral politics and the construction of socialist colonies on the frontier—a dual focus which led to internal tensions and a bitter split. In 1898 Debs cast his lot with Milwaukee publisher Victor L. Berger in a new organization dedicated to political action, the Social Democratic Party of America. After a split of the older and larger Socialist Labor Party of America in 1899, protracted unity discussions between the Debs group and an organized body of former SLP dissidents ensued. This unity effort was marked by Debs's first run for president of the United States on a joint Social Democratic ticket in November 1900. After heated on-again off-again negotiation between the two groups, a marriage was finally brokered in the summer of 1901 and the Socialist Party of America was launched. The party would soon grow to become the third biggest in American politics, with Debs enthusiastically heading the Socialist ticket in 1904 in the second of his five runs for the presidency.
