Hommes et femmes, chômeurs, sans domicile fixe, toxicomanes, tous dans la détresse, ils viennent là chercher de la chaleur humaine, un geste de compassion pour défier les matins blêmes. Ce sont ces exclus que l'on retrouve à proximité des gares, dans les squares et la rue. Avec la croissance du chômage, l'éclatement des familles, la crise actuelle de la société, le phénomène de l'urgence sociale a pris depuis les années 1980 une importance terrifiante. En effet, le nombre de personnes en grande précarité, livrées à elles-mêmes, en perte de repères, subsistant grâce à la mendicité ou aux mesures d'urgence, augmente sans cesse. Pourtant au cœur de cette tourmente s'active l'armée des éducateurs spécialisés qui les rencontrent et les accompagnent soit en effectuant des tournées de rues, soit en les accueillant dans des espaces Spécialement conçus pour eux. Ainsi, comme le démontrent Xavier Griache et Albertine Gentou dans leur ouvrage en décrivant le quotidien de ces travailleurs sociaux et les efforts qu'ils déploient alors qu'ils secourent les plus démunis, il suffirait d'éveiller en chaque citoyen un regard social afin que la situation change, d'abord à un niveau individuel et ensuite à un niveau collectif. Oui, il suffirait d'un regard de compréhension et de fraternité vraie, pour transmettre aux âmes en détresse l'espoir de survivre et de lutter pour leur dignité. Il suffirait de peu, juste d'un regard social pour tous.

The Yearbook 1982 contains the reports presented at the Conference in Zoetermeer, which was opened by the Dutch Minister of Social Affairs and Employment, L. de Graaf. The Conference had before it ten national reports and seven synthesis reports (Paul 0 'Higgins, Benefits in general; Jan Pierik, Financing; Winfried Schmahl, Pensions; Yves Saint Jours, Health; Pasquale Sandulli, Unemployment; Martin Partington, Minimum income and family allowances; Jef van Langendonck, Social Security and Economic Insecurity). Most unfortunately Paul O'Higgins did not deliver the written text of his report and we regret that for that reason, we cannot include his report in this yearbook. The Conference, which got the hospitality of the Dutch Social Security Council in Zoetermeer, was very well organised and financed by the Dutch social security institutions and the Ministry of Social Affairs and Employment. The Institute wants to express its sincere gratitude to Mr. J. Oosterhuis and his collegues and to the ladies of the secretariat Annemie Dancot, Jose Goes, Joke Torenburg and Lisette Veldkamp.

Telles sont les questions au cœur de cet ouvrage. The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.
