Book excerpt: The United States Department of Energy (DOE) currently manages depleted uranium hexafluoride that is stored in approximately 50,000 carbon steel cylinders located at three DOE sites. The disposition of any particular cylinder for storage, handling, and transfer is based on the condition of the cylinder, where condition is ultimately reflected by the minimum wall thickness of a cylinder. Currently, the wall thickness of a cylinder may be measured using either a hand-held ultrasonic transducers or an automated scanner. At the Portsmouth site, the cylinder program is currently committed to a sampling plan that requires sampling 10% of the cylinders moved during the cylinder relocation efforts. The purpose of this report is to present a statistically-based sampling plan to be considered for use within the three site cylinder management program. This plan is designed to meet the following objectives: (1) allow determination of the current condition of the cylinder populations within the accuracy and confidence specified by cylinder program management, and (2) be sufficient for the models to be used for modeling purposes. The first objective does not require modeling in the sense of making assumptions about the corrosion process for the populations involved. By avoiding such additional assumptions, this may result in stronger statements to be made about the populations in question. Assumptions must be made regarding corrosion of the cylinders through time. The second objective depends on the particular model used. In this report, two basic methods are used in determining sample sizes. The sample sizes are intended to be conservative because it may be that other models are developed for use within the Program.

Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.
