Book excerpt: This report is the result of an extensive assessment of the process of proposed decentralization reforms in Ukraine as it relates to the future programming of USAID/Ukraine. Fieldwork for the assessment took place during most of the month of July 2014 and included over 50 semi-structured interviews with key stakeholders in seven cities in addition to seven citizen focus groups conducted in four different cities. The three primary questions that the assessment sought to address are: 1) what is the current operating environment for local governance reforms?; 2) what is the capacity and capacity-building needs of local governments and civil society to implement such reforms and effectively exercise improved governance on the local level?; and 3) what are the existing and planned donor efforts in local governance and decentralization? With regards to the first question, the assessment team found that there exist mixed prospects for decentralization reform. On the one hand, there is widespread public support and political will within the present government for the reform, and many stakeholders view its implementation as an urgent priority to move Ukraine towards integration with the European community. On the other hand, vested interests in the present system related to the entrenched patron-client nature of politics in Ukraine threaten to undermine the prospects of meaningful decentralization that may cut-off existing avenues for rent-seeking on the national-level. Additionally, while there appears to be political will at high levels of governance, including President Poroshenko, many experts and political actors have yet to accept the present formulation of the reform more due to issues related to political competition at the national level than to the reform's role in empowering local governments. In particular, many of the national-level political actors are wary that decentralization reform proposed by the presidency will serve to strengthen the president vis-à-vis the parliament and cabinet of ministers. As a result, most of the parties in parliament did not support the version of the reform presented by the presidency over the summer. At present, the implementation of reform has been delayed at least until a new parliament can be elected in late October 2014. These elections could either provide a better or worse environment for adopting legislation needed for the decentralization reform depending upon the configuration of political forces it creates. In general, it is likely that the realization of reforms will require negotiation on various points in the proposed plan for decentralization. In addition to the question of whether national oversight of local governments will be performed by the presidency, the cabinet of ministers, or a combination of Ukraine's dual executive power structure, another controversial question that will likely need to be negotiated relates to the consolidations of villages (hromada) and rayons.1 Proposals suggest shrinking the number of hromada from about 15,000 to 1,200 and the number of rayons from about 500 to 100. This would make the proposed empowerment of hromadas in the country much more feasible, ensuring that each had the minimal human capital and technical capacity to implement self-governance. Additionally, this reform would make efforts to support each local government more feasible for the oblast and national level governments (as well as for international donors). However, many on the local level express concern that the proposal to consolidate hromada and rayons would adversely impact their existing access to health care clinics and schools. Furthermore, this reform is also likely to face opposition from many local interest groups, who would potentially lose their positions of power within the present configuration of territorial-administrative units.

After decades of Soviet style top-down governance, the status and role of local governments - hromadas - has been pushed to the fore. If implemented successfully, it could increase local development and political engagement, ultimately contributing to increased political stability in Ukraine and Europe. Yet the significance of decentralization reforms is often lost in the noise surrounding Crimea, the secessionist conflict in the east, and the political power struggles in Kiev. For legal reasons, the current decentralisation process is "voluntary", with local communities having to agree to the changes. This has introduced unintended challenges, but also a bottom-up political dynamic to the process. At the same time, uncertainty and opposition to decentralisation reforms remain, perhaps understandable given a rapidly shifting political and legal landscape, the diverse political and personal interests involved, and the fear of political fragmentation that could benefit Russia. Denmark is one of several EU countries supporting the reform process. This DIIS Report focuses in on the processes unfolding in local communities and political arenas, affecting peoples' lives, their hopes, and their relationship to the state from local to national level.

The methods for solving problems that arise during the reform are determined, through improvement of public information provision and legislative powers. The European experience of implementing this reform and the countries, which can become an example for Ukraine, are analyzed. The process of creation and functioning of the associated territorial communities in Ukraine and the Kharkiv region, their number, efficiency and efficiency are researched. It was revealed that the economic situation will improve and the living standards in the country will become higher due to decentralization. It is revealed that associated territorial communities should be formed with the support of state authorities, providing them with additional financial resources for further development and improvement of intergovernmental relations necessary for the successful implementation of the decentralization reform. A comparative analysis of the number and financing of the associated territorial communities of Ukraine with data on the Kharkiv region was carried out, which revealed that the Kharkiv region is at the sixteenth place in the region ranking for the formation of associated territorial communities. Based on the dynamics of local budgets, it is concluded that their number increases with each passing year, as well as the size of intergovernmental transfers aimed at sustainable development of regions. The ways of familiarizing the population with the education of officials are revealed, with the purpose of effective functioning of the communities, they include: holding forums, seminars, trainings, using different types of communication channels, involving people in projects implementation.

My first substantive chapter investigates the question of how institutional reforms affect voter mobilization in weekly-institutionalized democracies. I examine the effect of decentralization on turnout and candidate diversity in local elections in Ukraine in 2015-2020. In 2014, the government of Ukraine initiated decentralization reform which allowed village, town, and city councils to gain wider administrative, financial, and fiscal independence. Difference-in-differences estimates show that establishment of ATCs increased turnout and decreased the percentage of successful candidates with higher education. These effects can be explained by the increased interest in local politics and easier access to candidacy due to improved salience of local politics and communities' relative independence from central authorities. Thus, even under weak democratic institutions, decentralization can have immediate effect on voter mobilization through increased perception of local elections as 'meaningful' and, thus, worth time and effort. My second substantive chapter analyses how political and fiscal decentralization affects redistribution in lower-middle income countries. I address this question by studying the effect of decentralization reform on public sector budgetary expenditures in Ukraine in 2015-2020. Starting from 2015, Ukrainian urban territorial communities (TCs) had an opportunity to gain control over local budgetary revenues and expenditures, as well as to gain political independence from the central authorities. Decentralization reform allowed local councils and mayors to determine the level of spending on public goods provision in administrative, law enforcement, business support, environmental protection, infrastructure, education, and welfare sectors. Difference-in-difference analysis shows that decentralization was associated with increased expenditures on welfare and public goods provision. The findings suggest that the electoral pressure of decentralized democratic institutions prompts local authorities to engage in redistributive practices and introduce long-needed changes in management of local budgetary funds. My third substantive chapter studies the impact of organized religion on the consolidation of power in authoritarian regimes. While previous research focused on transit to and survival of democracy, I examine the effect of religious institutions on the consolidation and maintenance of power in an already existing autocracy. I look at the electoral influence of the Orthodox Church in Russia under President Vladimir Putinches While the significance of the Orthodox Church dwindled under the Communist Era due to the repression of religion, it has since regained its presence and has become increasingly salient in society. To examine the consequences of this resurgence, I look at the expansion in the number of churches during the Putin era and its effects on support for the regime. I find that expansion in the number of churches leads to an increase in electoral support for the regime, during both parliamentary and presidential elections. My study thus highlights how non-governmental organizations can help contribute to regime stability.

Already before 2014, domestic policymakers had been drafting proposals for local amalgamation and an increase of regional authority. Before the 2020 watershed subnational elections, only the local amalgamation policy was completed, however. A significant repercussion of the post-2014 decentralisation reform has been a sharp decrease in congruence of the shares of competing national parties in the parliamentary, regional, and municipal electoral arenas. On the other hand, the party system has, at the municipal level, become less fragmented. Methodologically, the book synthesises conceptual tools and theoretical insights from democratisation studies and the field of territorial politics. It applies the subnational comparative method and illustrates the added value of investigating elections from a multilevel perspective. Romanova's innovative monograph provides an important contribution to the comparative exploration of party system change over time and constitutes a case study of more general patterns of interaction bet-ween municipal decentralisation and electoral competition in democratising states.
