Book excerpt: Excerpt from Twenty-Seventh Annual Report of the Commission for the Queen Victoria Niagara Falls Park, 1912 The Commission for the first seven years of its administration had to rely entirely on revenues obtained from the franchise granted for the operation of the electric railway through the Park and along the Shore of the Niagara River; fees derived from the leasing of the elevator and scenic tunnel leading under the Falls, and from leasing restaurant and photographic privileges. The very meagre re venues obtained from these sources were not only insufficient for the ordinary maintenance of the Park as then constituted, but were entirely inadequate for the payment of the interest on the bond issue and the setting apart of a sinking fund. It will be obvious, therefore, that under these adverse financial conditions no well conceived plan for the restoration and improvement of such an extensive and varied Park System could be undertaken on a broad and comprehensive scale until funds could be assured for the proper and effective carrying on of such work. Scenic de coration was therefore confined to the portion of the Park overlooking the Falls. This condition of affairs grew worse rather than better as time passed, for the up keep oi the restored portion of the Park demanded increased expenditures, and the large number of visitors necessitated police supervision and an increased num ber of permanent and temporary officials for ordinary care and management. The Commissioners were, in effect, placed in the position of having an extensive estate passed over to them'as Trustees upon the understanding that they would create ways and means, as best they could, for practically converting farm lands and country roads into parks, boulevards, and pleasure grounds up to the highest standard of aesthetic treatment. And, to greatly add to their difficulties, means had also to be provided to pay the interest on the bonds guaranteed by the Pro vince of Ontario. Appended to the report will be found the financial statements exhibiting the receipts from all sources for the year, and the expenditures on Capital and Maintenance Accounts for the same period; also the annual report of the Park Superintendent, and other documents showing the operations for the twelve months covered by the report. A summary of all receipts and expenditures connected with the entire Park System from the date the Commission was organized in 1885 was given in the report of last year; also a summary of the more important unfinished works that the Board contemplated proceeding with when funds were available in order to practically complete that portion of the Park System overlooking the Falls and Upper Rapids known as the "Queen Victoria Park," in connection with which the hope was expressed that the works and structures referred to would be commenced in the early part of 1913. Inasmuch, however, as the Statutory period that the Commissioners were authorized to collect rents and revenues derived from the three power companies expired on the 31 st December, 1912, it became necessary before these works could be undertaken to have the Park Act amended so as to enable the Commissioners to continue the collection of such revenues for a further period. Application was accordingly made to the Government to have the Park Act amended and the time for the collection by the Commissioners of the revenue referred to extended for a further period of five years. The application was approved by the Government, and the Act was amended as follows: - 1. Subsection 2 of section 21 of The Queen Victoria Niagara Falls Park Act is amended by striking out the figures 23 in the second line and substituting therefor the figures "24." 2. Section 22 of the said Act is amended by inserting after the figures "1912" in the fifth line the words and figures "1913, 1914 and 1915, 1916 and 1917." May it Please Your Honour: The Twenty-fifth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park (being for the year 1910) is herewith submitted, together with the usual statement of Receipts and Expenditures, including payments for the construction of the Niagara River Esplanade. The work of the year is fully detailed in the report of the Park Superintendent, which will be found in the Appendix, together with the text of contracts, agreements and other official documents. The Board of Commissioners, comprising six members at the date of the last Annual Report, was increased to seven by the appointment of Mr. James D. Chaplin, of St. Catharines, under Order-in-Council dated September 9th, 1910. Ontario Power Company's Spillways. At the opening of the year the Commissioners were called upon to consider and determine the location and design for the spillway buildings required for the two remaining pipes or conduits of the Ontario Power Company, one of which is now under construction and the other not yet commenced. Under the Pipe Line and Power House Agreement, dated 28th February, 1903, it is provided among other things that "the location of the overflow or regulating device for pipe No. 1 on the map attached is approved by the Commissioners, but the design and method of constructing the same and the location and design of the overflows Nos. 2 and 3 shall be submitted for the approval of the Commissioners and shall not be proceeded with until such approval is obtained." In furtherance of this Agreement, the Power Company submitted plans showing structures placed immediately in front of the Administration Building, which, if approved of and had the buildings been proceeded with, would not only have obstructed to a most objectionable extent the magnificent view of the Falls and the lower Gorge from the spacious verandahs on both floors of the Administration Building, but would also seriously encroach on the beautiful pleasure grounds in front of the Administration Building, which, from the physical formation of the Park at that crucial point, are already too congested. The situation was further complicated by the statement of the Company's Engineers claiming that certain technical advantages would be gained by having the spillways and the regulating devices connected therewith at or near the terminus of each conduit. General. Since the commencement of the great war in August, 1914, the development and improvement of the Parks and proposed Boulevards to connect up the various areas into one composite system has remained in abeyance, and practically no expenditure has been incurred on capital account, which could be avoided without sacrificing expenditures already made. This policy has been carried out with increasing rigor during the seasons 1915, 1916, and the year just past, 1917, and, apart from the large amount of time and thought required in connection with the Power Company developments and operations, the efforts of the Park organization have been devoted to the maintenance of those areas and lengths of roadway that have heretofore been constructed and are so much used by the public for recreation and pleasure. From the beginning of the war it was deemed but right that moneys which could he conveniently saved for any emergency which might arise should not be expended upon the creation of a greater system of Parks when so much had already been accomplished in the great Niagara Park development. Much, however, still remains to bring the system into the front rank of Parks demanded by present-day practice, and the reserving of a considerable amount of work for a subsequent period as conditions warrant, was thought to be a patriotic plan, that would serve to provide occupation for men who would be released in large numbers after the conflict is over and peace restored. Even had it been desirable to produce larger results during 1917, the conditions of both the labor market and transportation would have intervened to prevent any large outlay, while the cost of operations have risen to such an abnormal figure that only the most essential work is justified. On December 28th, 1921, the first 55,000 H.P. unit of the Queenston-Chippawa Power Development was officially turned over with appropriate ceremonies in the presence of representatives of the Ontario Municipalities which are partners under the Hydro-Electric Power Commission of Ontario. This event celebrated the opening of the large Hydro-Electric Development commenced in 1917 after preliminary surveys and inquiries extending over a long period and the examination of suggestions for using the maximum head between Lake Erie and Lake Ontario dating back over twenty years. The plant will use over 300 feet of the 326 feet available fall and, therefore, represents a marked departure from the constructed power developments on the Canadian side of the Niagara River where the maximum effective head now is 180 feet. One cubic foot of water used through the new Hydro canal with the improved efficiency in machinery and appliances will produce 30 H.P. where the present developments produce but 12 to 16 H.P. with an equal quantity depending upon the head of water used. The latest plant appears to mark a long advance in the manufacture of supersized turbines and generators and indicates that the 5,000 to 15,000 H.P. units of the last twenty years will give place in special installations to units that may reach 100,000 H.P. each. At this period in Niagara power development it will doubtless prove interesting to narrate the early history of the Park Commissioner's endeavour to attract the attention of capitalists to the possibilities of Niagara Falls to produce a continuous supply of commercial power. The negotiations are referred to in the Annual Reports for the years 1889, 1890, and 1891, but many of the details to be found in the correspondence of the time are omitted. The report of the Park Superintendent, showing the character and extent of the various works and improvements carried on in the several Parks and connecting lengths vested in the Commissioners along the bank of the Niagara River between Lake Erie and Queenston Heights, together with the text of all contracts entered into by the Commissioners during the year, will he found in the appendix to the Report. Niagara River Boulevard. Reference has been made in previous, reports of the Commissioners to the construction of a Boulevard or Esplanade between Bridgeburg and the southerly end of Niagara Falls Park. The works connected with this undertaking comprise the complete protection of the shore line of the river against erosion at ail points; tlie acquirement of additional land necessary to widen the Reserve or Boulevard to one hundred feet; the building of bridges over the creeks and water courses flowing into the River and the construction of a high class macadam road from Bridgeburg to the head of the Park, a distance of sixteen miles. Up to the 31 st December 1909, there had been expended on these operations the sum of $121,857.92; and in order to complete the undertaking it became necessary to ask the sanction of the Legislature for the issue of additional debentures to the extent of $200,000, making $300,000 in all for the completion of the work. The Commissioners confidently hoped that at least one-half of the macadam roadway on the Boulevard would have been placed under contract before the close of 1909, and, having regard to the fact that a considerable portion of the land required for bringing the width up to one hundred feet had been purchased and taken possession of before the close of 1908, it was but reasonable to expect that little difficulty would have been experienced in closing with the remaining owners. The prices offered were acknowledged by expert valuators to be fair and just, apart entirely from a consideration of the contemplated improvements which would greatly enhance the value of the lands fronting on the Boulevard. Notwithstanding that great patience has been exercised in the negotiations for acquirement and that every effort has been made to reach an equitable adjustment without proceeding to expropriation, there still remains at the close of the year a large percentage of frontage to be purchased before actual construction can be proceeded with. Book excerpt: Excerpt from Tenth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1895 The Commissioners shall receive no compensation except their actual disbursements in discharging their duties. The lands selected by the Commissioners of Niagara Falls Park, ap proved by the lieutenant-governor and marked upon the map and contained. Within a red verge line marked on the said map, with the exception hereinafter mentioned, are hereby vested in the said corporation as trustees for the Province, subject to the payment being made which is hereinafter mentioned. The amounts agreed to be paid or awarded are to be paid upon proper conveyances being executed to the said Commissioners, subject as hereinafter mentioned or in case no proper conveyance is executed, the money may be paid into court, in accord ance with and subject to the terms of 'the Niagara Falls Park Act' and 'the Revised Act respecting the Public Works of Ontario, ' as incorporated in the Park Act. The payment is to be made within fifteen days from the passing of this Act, with interest to be computed from 30th March, 1887, to the day of payment, at the rate of six per cent. Per annum; and payment within such period shall be as effectual as if made within the period fixed for payment by 'the Niagara Falls Park Act.' Book excerpt: Excerpt from Thirty-Third Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1918 The Canadian Niagara Power Company has proceeded with the alteration works at the Intake from the Niagara River throughout the year, and has now practically completed the ice Shield at the entrance to the intake, together with some modifications of the forebay. The new ice shield is expected to relieve the severe ice difficulties affecting the operation of the generating station in the winter season. During the construction operations a considerable quantity of rock exca vation from the river bottom was temporarily deposited at_ the northerly end of the entrance to the intake, thereby raising the water levels in the forebay. The Company thereupon sought permission to maintain the material over the winter of 1918-19 to gather data for the designing of a submerged weir, conditionally authorized under the agreement with the Commissioners dated November 2lst, 1912. The material will be allowed to remain until May lst, 1919. Approval was given to the construction of chambers for reactance coils adjoining the power house on the westerly Side. This apparatus will serve as a protective measure for the generating machinery. The Canadian Niagara Power Company continues to develop beyond its authorized capacity of electrical h'orse-power. The peak load for the half year ending April 3oth, 1918, was horse - power, and for the half-year ending October 3lst, 1918, horse-power. The force of workmen available was greatly reduced owing to the demand for men both in the district and with one of the power companies in Queen Victoria Park where ex tension operations were being undertaken. To meet the rising scale of the cost of living and the upward tendency of wage rates, increases were made to Park work men, and difficult as the situation was the appearance of the Park was kept up to a high standard of maintenance.
