Book excerpt: The rivalry between Russia and Britain over the autonomous Province of Eastern Rumelia is a historical fact. This study examines tis fact via two historical events concerning the development of the Province - the process of establishment and administrative organization of Eastern Rumelia (1878-1879) and the event of unification between the Province and the Principality of Bulgaria. It argues that the British authorities created the Province of Eastern Rumelia and later they defended the act of unification with the purpose to thwart the Russian political advancement in the Balkans. The British political aim was successfully accomplished as Russia achieved to preserve its political domination in the Province only until 1885 when it opposed the act of unification. This research is based on archival documentary sources and secondary sources. The archive collections used for preparation of this work are the collections of the Foreign Office of the National Archive. The existing historiography on the issue of Eastern Rumelia is very limited as regards the variety of examined topics, though a considerable number of researches are dedicated to the act of unification and the political, cultural and economic development of the Province from 1878 to 1885.

After an introduction to the region and the political zeitgeist of the late 1860s and early 1870s, it examines in detail the dramatic years beginning in the summer of 1875, when the outbreak of violent unrest in the eastern Herzegovinian region bordering Montenegro led to a massive refugee catastrophe. The study traces the surprising further political and social dynamics to the summer and fall of 1878, when a Habsburg army finally invaded the Bosnian Vilayet and took control of the province - but only after months of fighting against massive local resistance throughout the province. This book cannot be viewed in isolation from larger political dynamics, which are also constantly present in this study as they unfolded. However, as this book attempts to show, it is hardly possible to understand the often contradictory effects of these larger political dynamics without delving deeper into the complex local rationalities and constraints on the action of the actors involved in them. The End of Ottoman Rule in Bosnia will appeal to students, teachers, and researchers in late Ottoman and Bosnian history.

Examining the concept from a historical perspective, Davide Rodogno explores the understudied cases of European interventions and noninterventions in the Ottoman Empire and brings a new view to this international practice for the contemporary era. While it is commonly believed that humanitarian interventions are a fairly recent development, Rodogno demonstrates that almost two centuries ago an international community, under the aegis of certain European powers, claimed a moral and political right to intervene in other states' affairs to save strangers from massacre, atrocity, or extermination. On some occasions, these powers acted to protect fellow Christians when allegedly "uncivilized" states, like the Ottoman Empire, violated a "right to life." Exploring the political, legal, and moral status, as well as European perceptions, of the Ottoman Empire, Rodogno investigates the reasons that were put forward to exclude the Ottomans from the so-called Family of Nations. He considers the claims and mixed motives of intervening states for aiding humanity, the relationship between public outcry and state action or inaction, and the bias and selectiveness of governments and campaigners.
