Book excerpt: This volume investigates the impact of a new brand of transnational terrorism and political violence produced by radical Islamist groups from the Maghreb on the regional security dynamics. It describes the causes of the problems and the strategies devised by European and North African states in order to address it and details the successes and failures of co-operation between states and society on both shores of the Mediterranean. Investigating the grand security strategies that have been devised for the Mediterranean after the Cold War and after 9/11, the contributors focus on the role of police and military apparati in securitizing the new threats that have become prominent after 9/11, and the unintended consequences of these strategies. In addition, the contributors analyze the relationship between Islamist groups, the state and society and highlight some key causes of political violence and radicalism. They outline how a better use of the law, migration, and intercultural dialogue might provide useful alternatives or complements to the mostly securitarian strategies that are currently dominant in the region.

Book excerpt: This is the third in a series of ten papers published jointly by the EU Institute for Security Studies (EUISS) and the European Institute of the Mediterranean (IEMed) which aim to address ten critical topics for Euro-Mediterranean relations. The papers have been commissioned with a view to formulating policy options on a set of issues which are central to achieving the objectives set out in the 1995 Barcelona Declaration and the Paris Declaration of 2008, as well as defining new targets for 2020 in the political, economic and social spheres. This third paper looks at the perspectives for security cooperation between the EU and its partner countries in the Mediterranean region. The authors argue that security is a crucial area of cooperation in Euro-Mediterranean relations and that there is a need to reevaluate the EU's policies towards the region in the light of the changing international context: a multilateralist approach by the EU towards the partner countries is key to an improvement of the security dialogue in the region. The authors emphasise the need to go beyond conventional understandings of security and to focus on human security in particular in order to resolve the ongoing political conflicts in the Euro-Mediterranean area. They put forward a number of recommendations on how best to consolidate and deepen security cooperation in Euro-Mediterranean relations.

After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.

The book aims to contribute to maritime security in the Mediterranean area, analyzing the related main challenges such as migratory flows, arms and drugs trafficking, and terrorism. In order to face these challenges, it is necessary ensuring the security of the maritime domain that requires well coordinated and integrated resources among the countries. In addition to achieve security cooperation, Mediterranean countries should also adopt effective measures to promote economic and social development, with the aim of preventing threats and 're-building' an area of strong stability in a strategic region for international trade.

The North Atlantic Treaty Organization's Kosovo operation is only the largest and most prominent of these combat or combat-related missions. However, the scope of American civil and military engagement in the Mediterranean basin is enormous and growing. And as the Kosovo operation increasingly appears to encompass a wholesale restructuring of the Balkan sub-regional security system, that scope will only expand further. Therefore, across the Mediterranean the number of troops on active deployment and their missions will probably increase. This growth in U.S. engagement clearly pertains to our NATO allies as well, and not just in Kosovo. Even before that operation, they had forces in Bosnia due to the Dayton treaty. Both NATO and the European Union (EU) had begun systematic programs of security dialogues with other Mediterranean states in North Africa and the Middle East because of multiple challenges to the security of those organizations' member states. While those challenges are not strictly or even primarily military ones, many member states regard them as the fundamental blocks to regional security. If a lasting structure of peace is to evolve in the Mediterranean basin as a whole, Europe must engage those governments across a wide-ranging agenda of economic, social, political, military, and ecological issues. For these reasons, Mediterranean missions play an enormous role in current U.S. defense and foreign policies and will continue to be essential for our armed forces for some time.

Nowhere is this more evident than around the Mediterranean Sea, which has progressively returned as a region of global strategic interest where political tensions, armed conflict, economic and social instability and transnational criminal networks demand solutions that cross traditional institutional boundaries of domestic and international policy-making. The geo-political situation on the southern coast of the Mediterranean has radically changed and new challenges have emerged for the European Union, United States, and beyond. Long-lasting issues such as the Israeli-Palestinian conflict, or the tensions between Turkey and Greece, continue to be present, but new destabilising factors have emerged in the region following the Arab spring of 2011. The US, EU and NATO continue to maintain a significant military presence in and around the Mediterranean, but military capabilities must be nested within a whole-of-government, international approach. The challenges in this region demand unprecedented levels of civil-military and intergovernmental cooperation. Book excerpt: Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. The Convergence of Civilizations will be an important tool for meeting the current global challenges being faced by nation-states as well as those in the future.
