Book excerpt: This paper uses comprehensive and long time series monthly food price data and a panel dyadic regression framework to evaluate the impact of the COVID-19 pandemic and associated policy responses on spatial market integration across a diverse set of food items in Nigeria. The empirical results reveal several important insights. First, we show that a significant slowdown in the speed of adjustment and price transmission occurred during the pandemic. For some food items, the speed of adjustment and, by implication, spatial market integration weakened by two- to-threefold after the pandemic outbreak. The effect was specially pronounced for perishable food items. Second, lockdown measures and the spread of the pandemic triggered additional dispersion in market prices across markets. For example, lockdown measures were associated with a 5–10 percent reduction in the speed of readjustment toward long-term equilibrium. Third, additional underlying attributes of markets, including lack of access to digital infrastructure and distance between markets, exacerbated impacts associated with the pandemic. For instance, access to Internet service reduced the slowdown in the speed of adjustment caused by the pandemic, but longer distances between market pairs induced greater slowdown in the speed of price transmission. Our findings offer important insights for revitalizing the efficiency of food markets affected by the pandemic. The heterogenous impacts of the pandemic across value chains and markets reinforce the need to properly target post-pandemic recovery interventions and investments. Finally, we offer some insights to reduce the vulnerability of food and market systems to disruptions in future pandemics or similar phenomena that inhibit food marketing and trade.

The economy experienced strong growth, averaging 7 percent per year, from 2000 to 2014. Then falling world oil prices caused an abrupt decline in Nigeria’s GDP in 2015 and 2016 and the country entered its first recession in nearly 20 years. Since then, the economic growth rate has remained below the population growth rate, complicating efforts to reduce poverty in a country with the world’s second-largest number of poor people (80 million) (World Bank 2022a). Various other factors contributed to sluggish economic growth, including the spread of insecurity and conflict across almost all areas of the country; policies related to COVID-19 in 2020 and 2021 (Andam et al. 2020); the effects of the Russia-Ukraine war (Diao and Thurlow 2023); and general macroeconomic instability (World Bank 2022b). Nigeria’s GDP growth is projected to remain low at 2.9 percent in 2023 and 2024, barely exceeding the population growth rate (World Bank 2022c). First quarter growth in 2023 was only 2.3 percent, reflecting the impact of cash restrictions imposed by monetary authorities during the election campaign period (NBS 2023).

Book excerpt: Zambia experienced modest economic growth of 4.8 percent per year between 2010 and 2019 (ZamStats 2020). Most growth occurred in the earlier part of the decade. After world commodity prices fell in 2014, the GDP growth rate slowed to an annual rate of 3.1 percent (for 2014–2019), which is below the country’s population growth rate. The global COVID-19 pandemic further damaged the economy and GDP declined by 2.8 percent in 2020. The global commodity market disruptions related to the Russia Ukraine war that started in 2022 and the global recession in 2023 are expected to further harm Zambia’s economy (Arndt et al. 2023; Diao and Thurlow 2023). Zambia’s projected GDP growth rate is 3.9 percent for 2023 and 4.1 percent for 2024 (World Bank 2023). Its economy relies heavily on exports of copper and other minerals. While mining is a large sector in total GDP, it creates few jobs in the country. Agriculture remains important in employment, accounting for near 40 percent of jobs. In this brief, we unpack the historical and projected economic growth trajectory further to better understand the role of agriculture as well as the broader agrifood system (AFS) in the performance and transformation of the economy of Zambia.

This paper documents the challenges in cowpea production and consumption, export, and import trends in Nigeria. The critical and comparative review reveals several important insights. Cowpea is important for households and communities due to its substantial contributions to food security, nutrition, and revenue production. It plays a pivotal role in supporting various stakeholders involved in the value chain, including producers, processors, traders, and food vendors. Thus, cowpea is a crucial multipurpose crop. Although Nigeria is the largest producer of cowpea in the world, with a total production of 3.6 million tons in 2021, the demand for cowpea surpasses its supply due to factors such as the country's large population and low productivity. We describe the main challenges encountered in Nigeria's cowpea production, encompassing a range of issues such as high susceptibility to pests and diseases from planting to storage phases, low adoption of improved cowpea seed varieties, poor soil fertility, drought, and heat stress. The data suggest that low input use, low-yield varieties, and low productivity characterize the current level of cowpea production. Our findings suggest the need for tailored strategies to support the adoption of improved cowpea varieties in Nigeria to increase domestic production, adherence to quality standards, exploration of international markets for export opportunities, and ultimately, household income and improve nutritional outcomes.

SOFA 2010–11 documented the tremendous costs of gender inequality not only for women but also for agriculture and the broader economy and society, making the business case for closing existing gender gaps in accessing agricultural assets, inputs and services. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. Book excerpt: Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

However, the diversity of neglected plant species provides a large genetic resource that could significantly contribute to broadening the biodiversity of trait-desired crops for novel value chains, sustainable development and food security. The uptake of new plant breeding techniques, notably genome editing, as well as ‘omic’ tools, are now accelerating translation of basic research and facilitating the exploration of orphan crops. These advancements also give rise to public and politic engagement discussions to maximize socio-economic impact. Given that the greatest need for food and nutritional security is in growing economies, issues of food sovereignty and sustainability of their food systems become front-and-centre. There is now an exceptional opportunity to tackle some of the major current challenges in agriculture, including climate change, sustainable cropping systems, food quality, and nutritional security through broadening research in wild relatives of crops and on orphan species. This Research Topic seeks to showcase research on neglected plants using advanced molecular technologies (e.g. genome sequencing, 'omics', etc) and new plant breeding approaches, methods, and tools. This Research Topic will also discuss the challenges and opportunities arising when modern breeding techniques are applied for translational research.

Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

The paper recommends a phased approach to ARCN reforms, beginning with organizational transformation and capacity strengthening at all levels. In addition, issues, challenges, and opportunities for sustainable funding, integration of re-search, extension, education, and the regulatory mandates of ARCN are discussed. Finally, an implementation plan for restructuring ARCN is presented.
